4:00 - Business Meeting & Conservation Agent's Report

Gull Pond Roadway Maintenance (S. Thomas and P. Lindberg) Suzanne stated there is a  gully in the road where the cars leave the parking lot on Gull Pond.  There is a plan of the beach and parking area available, which Suzanne will supply to Doug Guey-Lee.  Funding is available for the road repair.  Trudy Vermehren stated it appears it requires a storm water solution in the future to remedy the run off on the north side of the boat ramp.   For the interim, this will be a temporary “fix” using native stone with hardener. Paul Lindberg would like to have the work completed prior to June 15, 2016.  Paul stated the bottom of the ramp could be filled with some stone to reduce the washout.  Suzanne stated she received funding for a safer version of the Mobi-mat  for pedestrian access from the top of the ramp to the beach. There was discussion regarding some future plantings to the north of the ramp.  The commission stated the DPW could go ahead and address the drainage the best they can.       

 

Mail / Discussion

·         Doug Guey-Lee sent a letter to the Bessio’s on Marvin Way regarding selective tree cutting altering the resources. 

·         Packet regarding harbor dredging (MEPA filing).

         

Jurisdictional Opinions

Palladino, 25 4th St., Dead Tree:  Trudy Vermehren moved to approve the Jurisdictional Opinion; seconded by Barbara Brennessel; passed 7-0.

Cocivera, 35 Ryder Court, 3 season porch – constructing porch on existing deck.  This would fall within the 200-ft buffer surrounding the creek from Squires Pond, protected per the Riverways Act. Lauren McKean moved to request a RDA be filed; seconded by Cary Rea; passed 7-0.

Hrebin (Hiawatha Condo Assoc) pruning.  Maintaining an existing view over a hedge of pitch pines.  The commission would like to receive more information.  Trudy Vermehren moved to have an RDA filed; seconded by John Portnoy; passed 7-0.

Hall, 445 Old ChequessetNeck Road, clear an access path to property.  There is a parcel of land by Hamblen Farm which is impassable.  One piece of abutting property is being sold and cannot be accessed.  A path needs to be cut to get to the buildable area which is on a knoll.  There is a driveway which they have use of but a path needs to be cut to enter the area.  The path would be 4 feet wide.  Doug stated a Gravely brush cutter would be used.  Barbara Brennessel moved to approve the Jurisdictional Opinion; seconded by Ed Simpson; passed 7-0.

Public Hearings 5:00 pm:

Flattery, 479 Black Pond Rd., Map 4, Parcel 38, NOI, replace wood stairs with stone stairs (Cont’d) Lauren McKean recused herself.  Mr. Flattery stated the existing wood stairs are on a site plan dated 1996.  He stated he has been in the horticulture business most of his career and has a degree in landscape design and construction. He provided a presentation of the elevations and provided photographs of the existing wood stairs and the 4 foot wide path.  He stated there would be no motorized equipment utilized and everything would be hand dug.  The soil to be removed will be used around the perimeter of the stones and used in plantings.  He identified the area where plantings would take place on the stone walkway, which will help with water runoff.  He stated the project would take up to 2 weeks to complete.  Trudy Vermehren stated no alternative solution was provided in the design for foot passage  from the road to the water’s edge.  Ed Simpson stated the property bounds are not identified on the plan nor the buffer zones.  John Portnoy stated he would like to know if a permit was granted for the dock and other structures at the waterfront.  Barbara stated she feels wooden stairs would be safer and less slippery than stone steps.  The commission stated they would like native plants only and are requiring a certified site plan.  The applicant requested a continuation to May 18, 2016.  Trudy Vermehren moved to continue to May 18; seconded by Ginie Page; passed 6-0.       

      

Foley, 10 Irene’s Way, Map 42, Parcel 24, RDA, remove 8 pine trees.  Mr. Foley stated the trees that are dead will remain for bird habitat.  John Portnoy identified the RDA as a Negative 3; seconded by Cary Rea; passed 7-0. 

Blau, 220 Blue Heron Rd., Map 41, Parcel 19, RDA, Septic Upgrade.  John Schnieble represented the applicant and gave an overview of the project.  He stated there is a failing septic system and the new septic system would be within the resource areas.  The existing well will be relocated within the 100-foot buffer zone.  Work access will be from the driveway.  A pitch pine will have to be removed.  John Portnoy identified the RDA as a Negative 3; seconded by Ginie Page; passed 7-0. 

Hogue, 325 Goss Lane, Map 36, Parcel 16.2, RDA, remove 5 trees and stumps.  Mr. Hogue stated the wood would be removed from the property.  Cary Rea identified the RDA as a Negative 3; seconded by Ed Simpson; passed 7-0. 

Douglas Dick and Easterbrooks, 240 Blue Heron Rd., Map 41, Parcel 20, RDA,  Install native plantings, construct low site wall.  Tim Brady represented the applicant and Mr. Dick came to the table with a landscaping plan.    He gave a presentation identifying the trees and shrubs he would like to plant.  There will be a 2 foot high retaining wall to recreate a barrier for runoff from the road.  Trudy Vermehren requested the applicant provide the number of  plants to be planted.   John Portnoy identified the RDA as a Negative 3; seconded by Ed Simpson; passed 7-0. 

Ginie Page moved to adjourn at 6:30 pm; seconded by Ed Simpson; passed 6-0.
