Minutes of Conservation Commission Public Meeting

Commissioners Present:  Trudy Vermehren, Ginie Page, Ed Simpson, Barbara Brennessel, Lauren McKean, and John Portnoy

Meeting called to order at 4:10 P.M. by Chair Trudy Vermehren.

4:00 - Business Meeting & Conservation Agent's Report

Gull Pond Restoration Consultation Plans:  Talbot Ecological Land Care and Seth Wilkinson submitted proposals for work at Gull Pond.  There was concern with Talbot’s charge for driving and mileage from Mashpee.  Suzanne Thomas informed Agent Greenberg-Lemos that there is sufficient money for the project.  Agent Greenberg-Lemos has met with both consultants.  The Commission felt the majority of the work could be performed by volunteers, other than to remove the bulkhead.  The Commission agreed that Talbot Ecological Land Care presented the best proposal.  Trudy Vermehren moved to approve the Talbot Ecological Land Care for only Section 1 (not #2 for restoration oversight services); seconded by Ed Simpson; passed 6-0.

Jurisdictional Opinion: 40 Hiawatha Road, new solar panels were installed.  They would like to remove 3 pine trees which are close to the deck and house.   Ginie Page moved to approve the Jurisdictional Opinion; seconded by John Portnoy; passed 6-0.

Indian Neck Parking area:  John Portnoy recommended sections of utility poles spaced 6 feet apart, 2 feet high be placed vertically in the road.  Lauren McKean stated the National Seashore has a supply of telephone/utility poles.  Trudy Vermehren suggested constructing a berm with plantings in the road.  Barbara Brennessel stated she would take the recommendations to Andy Koch, Shellfish Warden.  Ed Simpson recommended breaking the project into different phases.

Public Hearings 5:00 pm:

Hamar, 560 Chequessett. Neck Rd., Map 19, Parcel 56, RDA, Deck Replacement (Cont’d from 12/17/14).  Mr. Hamar stated the house was built in 1940 and a deck was built in the 1980’s which was approximately 15’ x 10’.  Mr. Hamar stated the deck was rotting and unsafe when he acquired the house.  There were a large fir and cedar tree removed adjacent to the former deck. He stated pruning was performed on invasive plants close to the property line.  The deck went from 150 sq. ft to 434 sq. ft. and overhangs the bank.  Lauren McKean provided the Assessor’s Field Card record which indicated that the prior deck was 5’ x 10’ or 50 square feet.  Trudy Vermehren stated if any future pruning or cutting takes place, he will be required to come before the commission.  There was concern with potential erosion on the bank off the deck.  The commission requested a professional planting plan for the bank.  Trudy Vermehren identified this as a Negative 3 with the condition that a professional planting plan be submitted by April 2015; seconded by John Portnoy; passed 6-0.       

Donald, 0 Bayview, Map 35, Parcel 39, NOI, extend existing timber bulkhead (Cont’d from 12/17/14).  At the request of the applicant, Trudy Vermehren moved to continue to 02/04/15; seconded by Ginie Page; passed 6-0.

Hopkins, RDA, widen driveway.  Chris Wixson from East Cape Engineering represented the applicant.  The existing driveway will be used for vehicle access for work being performed outside of the buffer zone.  The driveway is currently 8 to 9 feet wide, and the limit of work is approximately 20 feet.  The driveway would remain pervious, and be approximately 10’ wide.  It was recommended there be water diversion on either side of the driveway.  The work limit will be reduced.  John Portnoy identified the project as a Negative 3; seconded by Ed Simpson; passed 6-0. 

Tensmeire, 170 Meadow Ave West, Map 40, Parcel 68, RDA, prune 7 pitch pines, remove 2 dead pitch pines.   The Commission made a site visit.  Trudy Vermehren identified the project as a Negative 3; seconded by Barbara Brennessel; passed 6-0.

Trudy Vermehren moved to adjourn at 5:45 pm; seconded by Ginie Page; passed 6-0.
