4:04 - Business Meeting & Conservation Agent's Report

Jurisdictional Opinion:  Mayo Creek Restoration Committee, install 6 monitoring wells which will be hand dug  located on various properties.  Trudy Vermehren moved to approve the Jurisdictional Opinion; seconded by Cary Rea; passed 4-0.

Warrant:

Article 21:  Drummer Cove acquisition.  Ginie Page moved to recommend Article 21; seconded by Cary Rea; passed 5-0.

Article 24:  Acquire .76 acres – (by Drummer Cove), Trudy Vermehren moved to recommend Article 24; seconded by Cary Rea; passed 5-0.

Article 43:  Special Hazard Floodplain – wording to be updated:  Ginie Page  moved to recommend Article 43; seconded by Barbara Brennessel; passed 5-0.

Public Input on Indian Neck newly created vehicular access through vegetation.  It was noted there was no participation from the community at the meeting.  Trudy Vermehren provided information to the commission from the Board of Selectmen’s meeting.  At the Selectmen’s meeting, she presented the areas for the proposed vehicle closures and she stated the information was no well received.  Based on aerial maps from five years ago versus what is currently identified,  paths and access routes have been established that is creating nourishment and vegetation problems.  The commission discussed the various options for offloading boats, etc.  Agent Greenberg-Lemos will have a discussion with the Harbor Master and will provide presentation materials for Trudy to go back to the Board of Selectmen. 

Public Input on closure to vehicles at Sluiceway.  It was noted there was no participation from the community at the meeting.  Suzanne Thomas stated the sluiceway was artificially dug over 700 years ago by natives.   She recommended a gate location which will have a large sign on it stating there will be no access.  Suzanne stated the gate is good for management, conservation and environmental reasons.    There is a pedestrian entryway in the gate.  The purpose is to reestablish the vegetation in the area.  Suzanne will have a discussion with the Town Administrator to ensure the closure will be legal and to see if this recommendation would be required to go on the town warrant.  It was recommended the potholes be fixed and the walkway be reestablished.  There may be enough support to create a committee.  

 

Greenberg-Lemos distributed fees from other towns for the various permits/services.

Andrews/Aberdale, 95 Chequessett Neck Rd., Map 14, Parcel 155, Certificate of Compliance

Trudy Vermehren stated the project is in compliance.  Trudy Vermehren moved to approve the Certificate of Compliance; seconded by Cary Rea; passed 5-0.

Ellis, 27 Way 672, Map 12, Parcel 235.1, RDA, construct sunroom   Lauren McKean recused herself.  Ginie Page stated she had reviewed the previous meeting minutes.  David Little represented the applicant.  Trudy Vermehren identified the RDA as a negative 3; seconded by Barbara Brennessel; passed 4-0.

Anthony, 65 Chequessett Bluff Rd., Map 19, Parcel 140, RDA, septic upgrade and new well.  Laura Schoelfield represented the applicant and stated there is currently a cesspool.  She identified the wetlands, the topography of the property, and the new locations for the well and septic system.

Trudy Vermehren identified the RDA as a Negative 3; seconded by Ginie Page; passed 5-0.

Belvernon/Duck Creek, 91 and 95 Commercial St., Map 21, Parcels 128 and 129, AOOC, construct concrete slab for cooler and pave portion of driveway.  Alex Hay stated they want to change the lower deck and install concrete slabs.  The stairs will also be changed in direction.  There is a proposal to pave a portion of the driveway because of heavy use and potholes.  Hay stated there is a 250 foot mitigation behind the seawall for storm water.  He stated plantings and planters will be added to the property.   SE077-1195.  Trudy Vermehren requested square footage of the amount of paving be provided for the file.  Trudy Vermehren moved to approve the AOOC; seconded by Lauren McKean; passed 5-0.

Reeves (PJ’s Restaurant), 2616 Rte 6, Map 23, Parcel 40, RDA, modify covered patio.  David Lajoie represented the applicant, and stated the restaurant would like to enlarge the covered patio, level the roofline, and be able to utilize the patio for three seasons.  Trudy Vermehren identified the RDA as a Negative 3; seconded by Lauren McKean; passed 5-0.

Rispoli Ventures LLC, 15 LeCount Hollow Rd., Map 30, Parcel 22, NOI, Septic upgrade, parking upgrade.  David Michniewicz, Coastal Engineering, represented the applicant.  He stated the current septic system is failing and the parking lot requires an upgrade.  The new system will be separated as much as possible from the wetland.  There will be a new grease trap and leaching area installed.  The parking lot is currently shelled and they would like to install a paved parking lot with drainage, a flow grass line channel, as well as additional channeling for the catch basin.  No run off will go into the wetland and there will be a dome over the catch basin.  A new enclosed area for trash/storage will be established.   Supervisor:  Lauren McKean.  Cary Rea moved to approve the NOI; seconded by Ginie Page; passed 5-0.    

Sexton, 420 Lecount Hollow Rd., Map 31, Parcel 600, NOI, relocate 4 cottages.  Lauren McKean recused herself.  Tim Brady represented the applicant and stated the coastal bank is continuing to erode and the Sexton’s want an Order of Conditions in place to be able to move the cottages before they would have to resort to an emergency situation.  The new location for the cottages will be out of the buffer zone.  When the cottages get moved, a new septic system will be built to handle the 4 cottages.  When the cottages are moved from their site, all components (debris, cesspools, woods, etc.) will be removed.  Trudy Vermehren moved to approve the NOI; seconded by Barbara Brennessel; passed 4-0-1.  

Dorrell, 40 Main St., Map 15, Parcel 3, NOI, septic upgrade.  David Lajoie represented the applicant and stated this is an upgrade for the residential structure (the gallery does not have water).  This is within 200 feet of the river front.  Town water is available but no one in the area has hooked up as yet.  Ginie Page moved to approve the NOI; seconded by Cary Rea; passed 5-0.
