Chair Gary Sorkin called the meeting to order at 8:01 a.m.

Minutes of 12/162021

Jan Plaue moved to approve the amended minutes of December 16, 2021.  Michael Fisher seconded, and the motion carried 6-0.

Coalition Dues

Gary Sorkin said that the Coalition dues of $2,875 were the same as last year.  

Jan Plaue moved to approve $2,875 for the 2022 Community Preservation Coalition dues.  Michael Fisher seconded, and the motion carried 6-0.

Needs Hearing

Gary Sorkin reported on the public hearing held during the Selectboard meeting on the January 11, 2022.  He suggested a new approach for the annual hearing with a focus on one of the major categories per year.  Open Space will develop a five-minute presentation to initiate this format for the hearing.

Warrant Articles for Annual Town Meeting

Article 30 Administrative Expenses and Allocation of Reserve

Jan Plaue moved to recommend Article 30, Allocating Administrative Expenses and the Reserves.  Fred Streams seconded, and the motion carried 7-0.

Gary Sorkin noted a typo in the draft Article.  Mary Rogers will make sure that it is corrected. 

Article 31 Wellfleet Affordable Housing Trust

Jan Plaue moved to recommend Article 31 for $35,000 to the Wellfleet Affordable Housing Trust.  David Mead-Fox seconded, and the motion carried 7-0.

Article 32 Buy Down 2022

Jan Plaue moved to recommend Article 32 for $185,000 for another Housing buy down.  Fred Streams seconded, and the motion carried 7-0.

Article 33 Lily House

Committee members discussed the need for the transfer of title for 40 Pocahontas Rd.  The Warrant Article will state that the grant is contingent upon registering the deed with the Barnstable Registry of Deeds.

Jan Plaue moved to recommend Article 33 for $20,000 to the Lily House, contingent upon registration of the deed for 40 Pocahontas Rd.  Elaine McIlroy seconded, and the motion carried 7-0.

Article 34 CDP Lower Cape Housing Institute

Jan Plaue moved to recommend Article 34 for $7,500 to CDP for the Lower Cape Housing Institute.  Elaine McIlroy seconded, and the motion carried 7-0.

Article 35 Historical Plan Continuation

Jan Plaue moved to recommend Article 35 for $20,300 to the Wellfleet Historical Commission for Phase 3 of the Historical Plan.  Michael Fisher seconded, and the motion carried 7-0.

Article 36 Renovations & Accessibility of Historical Society Museum

Jan Plaue moved to recommend Article 36 for $20,000 to the Wellfleet Historical Society and Museum for renovations at the museum.  David Mead-Fox seconded, and the motion carried 7-0.

Article 37 Wellfleet Elementary School Playground

Jan Plaue moved to recommend Article 37 for the Wellfleet Elementary School Playground in the amount of $315,000.  David Mead-Fox seconded, and the motion carried 7-0.

Jan Plaue suggested handling all the CPC Articles as a single consent agenda item as the Town Moderator had done for the past two years.  This will be decided by the Town Moderator.

Other Project Concerns

Mary Rogers said that accountant Lisa Souve was now tracking the records for money spent on CPC projects.

Next Meeting

The next CPC meeting was scheduled for Wednesday, May 4, 2022 at 9 a.m.

Adjournment

Jan Plaue moved to adjourn. David Mead-Fox seconded and noted the very efficient meeting time. The motion carried 7-0.
