Chair Gary Sorkin called the virtual meeting to order at 9:09 a.m.

Minutes of 8/18/2021

Mike Fisher moved to approve the minutes of August 18, 2021.  Jim McAuliffe seconded, and the motion carried 9-0.

CPC Finances

The auditors have not yet examined Community Preservation funds.  Mary Rogers asked about a reasonable percentage to use for the estimated state match for Fiscal Year 2023 CPA funds.  In the past the estimate has been calculated at 25%, but some towns use a higher percentage estimate.  She will check what other nearby towns plan to use for FY23.

Application 21-09 Wellfleet Elementary School Playground

Lisa Holmes from the Wellfleet Elementary School Playground Committee was present to discuss additional information about the playground.  She said that Principal Mary Beth Rodman and the Finance Director are working on an RFP for design/build of the playground.  Twenty people are on the Playground Committee, which has set up subcommittees, and letters have been sent out for financial help with the project.  Gary Sorkin suggested that Lisa Holmes and Mary Beth Rodman come back to the October CPC meeting with a list of expected donations, the fundraising goal, the bids and RFQ’s estimates if they are ready.  The project could be considered at the spring Annual Town Meeting, but Elaine McIlroy, who had participated in the construction of the previous playground, was in favor of aiming for a December 2021 Special Town Meeting.  She said once the plan had been established, the earlier playground was built in only a few days.  She would like to see this playground go forward because she knows how fast it can actually be installed either by a professional company or with community involvement.  Lisa Holmes said that the Recreation Director and Assistant Director have been asked about their experience with the Baker’s Field playground and other recreational features which had been professional installed.  The discussion of Application 21-09 for the school playground will continue at the October 20, 2021 CPC meeting.

Fall deadline for ATM 2022

Committee members discussed moving the October 15th deadline for new applications to be presented at Annual Town 2022.  Although the October deadline gives more time for meetings around the holidays, the previous November 15th deadline was reconsidered as a possibility to help the School Playground Committee.

Elaine McIlroy moved to set November 15, 2021 as the deadline for applications to be presented at Annual Town Meeting 2021.  Michael Fisher seconded, and the motion carried 9-0.

Needs Lists 2021

CPC representatives from the various boards were asked for an annual review of their needs list and submit any changes to the Coordinator for the Annual Needs Hearing, expected to be held in December or early January.  It will be an agenda item for the October 20th meeting.  Fred Streams discussed an Open Space/Community Housing collaboration as a possible need. There are also some parcels of Town-owned that the Open Space Committee is looking at for Conservation/Passive Recreation designation.  Gary Sorkin said that the Sea Babies playground for pre-school aged should be promoted as always available for public use and be incorporated into the Recreation Needs List.  Now that the Sea Babies Day Care Center is no longer at the Senior Center, responsibility for its maintenance needs to be established. 

Project Concerns/Updates

Projects underway need written updates sent to Coordinator Mary Rogers in January. The Wellfleet Historical Commission has reassigned money from the Fiscal Year 2018 grant extension to contract with Lisa Smiledge for more Form B’s.   Elaine McIlroy reported that a settlement is expected for the eight housing units planned at Paine Hollow Road.  The Habitat Homes on Old King’s Highway, that have met with opposition from the abutters, have a court date in April 2022.  The Housing Authority closed on its seventh Buy Down and seeks a potential eighth house.  Gary Sorkin said the new municipal Housing Trust will pay for the next Buy Down.  He also said the Housing Authority will soon announce the developer awarded the bid for 95 Lawrence Rd.

Next Meeting

The next CPC meeting was scheduled for Wednesday, October 20, 2021, at 9 a.m.

Michael Fisher moved to adjourn.  Janis Plaue seconded, and the motion carried 9-0.
