Minutes of February 24, 2021

Virtual Meeting

Chair Gary Sorkin called the virtual meeting to order at 9:00 a.m.

Minutes

Michael Fisher moved to approve the minutes of November 18, 2020.  Elaine McIlroy seconded, and the motion carried 6-0.

Coalition Dues

Michael Fisher moved to approve payment of the 2021 Community Preservation Coalition dues of $2,8675.  David Mead-Fox seconded, and the motion carried 7-0.

CDP Housing Institute Program

Committee members discussed the latest offerings of the Community Development Partnership’s Lower Cape Housing Institute.  Two more seminars are coming up in March and April.

Money for Warrant Articles

Mary Rogers explained the proposed money allotments from the estimated Fiscal Year 2022 revenue to use for each project on the Town Meeting Warrant. 

Warrant Articles

CPC reviewed the draft Warrant Articles and made a few revisions.  Chair Sorkin called for the committee’s recommendations for the Warrant.

Fiscal Year 2022 Money

Michael Fisher moved to recommend the Article establishing a 5% allotment of $34,815.75 for Administration, $30,450 for Debt Service, $39,181.50 as an Open Space Reserve, $69,631.50 as an Historical Reserve, $69,631.50 as a Housing Reserve, and $452,604.75 for a Budgeted Reserve.  Robert Jackson seconded, and the motion carried 7-0. 

Affordable Housing Trust

Michael Fisher moved to recommend the Article granting $500,000 to the Affordable Housing Trust.  David Mead-Fox seconded, and the motion carried 7-0.

Veterans’ Home

Michael Fisher moved to recommend the Article for a contribution of $15,000 to the Veterans’ Home in Dennis, Mass.  Elaine McIlroy seconded, and the motion carried 7-0.

Lower Cape Housing Institute

Elaine McIlroy moved to recommend the Article for a contribution of $7,500 towards the CDP’s Lower Cape Housing Institute.  Michael Fisher seconded, and the motion carried 7-0.

Museum Artifacts

Thomas Siggia moved to recommend the Article granting $12,000 to the Wellfleet Historical Society & Museum for preservation and storage of museum artifacts.  Michael Fisher seconded, and the motion carried 7-0.

Pavilion Stage

Robert Jackson moved to recommend the Article granting $17,450 to the Wellfleet Recreation Department for the purchase of an all-terrain stage for the Baker’s Field Pavilion.  Michael Fisher seconded, and the motion carried 7-0.

Report on Needs Hearing

Gary Sorkin reported on the Needs Hearing, which he and Mary Rogers had presented at the December 8, 2020 Selectboard meeting.  They both said the hearing and preview of upcoming CPA projects had been well received.  Mary Rogers said that Selectboard member Ryan Curley had added and item to the Historic Needs list for improved recognition of the sixteenth century Wampanoag woman of Great Island.  Tome Siggia said he will bring it to the attention of the Historical Commission.  Gary Sorkin suggested notifying the Cemetery Commission. 

Janis Plaue joined the meeting at 9:36 a.m.

Project Reports & Concerns

Mary Rogers reported on a call from the Provincetown Banner asking if the Wellfleet CPC had received a request for support of the Cape Cod Five housing project in Orleans.  Elaine McIlroy offered more information on the project and said the developer might be waiting to submit an application to Wellfleet after the bank building had been purchased.   Janis Plaue reported that some of the first veterans to live in the Dennis Veterans’ Home will be women.

The next CPC meeting will be held on May 19, 2021.

David Mead-Fox moved to adjourn.  Janis Plaue seconded, and the meeting was adjourned at 9:53 a.m.
