Present: Gary Sorkin, Chair; Rhonda Fowler, Andrew Freeman, Janis Plaue, Thomas Siggia, Geraldine Ramer

Chair Gary Sorkin called the meeting to order at 9:00 a.m.  

Minutes

Janis Plaue moved to approve the minutes of December 4, 2019.  Geraldine Ramer seconded, and the motion carried 6-0. 

Coalition Dues

Tom Siggia moved to approve the Community Preservation Coalition dues for

Andrew Freeman seconded, and the motion carried 6-0.

Estimated Revenues for FY21

Mary Rogers and Gary Sorkin explained the estimated revenue worksheet that projects the allocated percentages for Administration, Housing, Historic and Open Space. 

Money Available for Projects

Mary Rogers and Gary Sorkin reviewed the money available for this year’s projects and the figures which will appear on this year’s Warrant Articles. 

Moving Money for Warrant Articles

Mary Rogers explained preparation of the Warrant Articles using the three sources or “money pots” of the CPA funds.     

Draft Town Meeting Warrant Articles

Percentages

Gary Sorkin moved to approve and recommend for the Town Meeting Warrant the annual allocation of percentages of CPA money.  Janis Plaue seconded, and the motion carried 6-0.

Rental Assistance

Janis Plaue moved to approve funding for the Rental Assistance program in the amount of $165,000 and recommend it as a Town Meeting Warrant Article.  Rhonda Fowler seconded, and the motion carried 6-0.

Housing Buy Down

Janis Plaue moved to approve funding for the Housing Buy Down program in the amount of $185,000 and recommend it as a Town Meeting Warrant Article.  Geraldine Ramer seconded, and the motion carried 6-0.

CDP Housing Institute

Janis Plaue moved to approve to approve funding for the Community Development Partnership’s Lower Cape Housing Institute in the amount of $7,500 and recommend it as a Town Meeting Warrant Article.   Geraldine Ramer seconded, and the motion carried 6-0.

Wellfleet Historical Society Museum 

Janis Plaue moved to approve funding for the Phase 2 Wellfleet Historical Museum historical restoration in the amount of $350,000 and recommend it as a Town Meeting Warrant Article.  Thomas Siggia seconded, and the motion carried 6-0.

Cemetery Restoration Phase 3

Janis Plaue moved to approve funding for the Phase 3 Cemetery restoration in the amount of $10,000 and recommend it as a Town Meeting Warrant Article.  Andrew Freeman seconded, and the motion carried 4-2. 

 

Meeting with Finance Committee

Gary Sorkin and Mary Rogers will be discussing the Community Preservation Warrant Articles and financial outlook to the Finance Committee on February 19, 2020. 

Existing Projects

Pavilion

Rhonda Fowler said she is committed to seeing the pavilion move forward on schedule for April 1, 2020.  Horizon, the company installing the pavilion, can install sonotubes, but a local contractor has also bid on the installation.  Coastal Engineering needs to stake out the location for the sonotubes.  Suzanne Thomas will be invited to discuss the project at the next CPC meeting. 

Solar Panels on Preservation Hall

Tom Siggia updated the Committee on a proposal to install solar panels on the historic slate roof of Preservation Hall.  Mary Rogers said that Lydia Vivante had contacted her about access to CPA Administrative funds to research compatibility of an addition in conflict with the historic character of the building.  Mary Rogers noted that Preservation Hall does not have an Historic Preservation Restriction through the Massachusetts Historical Commission although it has an agreement with the Town.  Historical Commission Chair Lydia Vivante will be invited to discuss the situation at the next CPC meeting. 

Next Meeting

The next meeting will be held Wednesday, April 8, 2020 at 9:00 in Town Hall.
