Minutes of Meeting October 23, 2019

Chair Gary Sorkin called the meeting to order at 9:00 a.m.  

Finances

Chair Gary Sorkin and Coordinator Mary Rogers had met with Town Accountant Gene Ferrari.  Mr. Ferrari was present to discuss the change of systems for accounting and the figures he had confirmed with the Chair and Coordinator.  Gary Sorkin reviewed the funds that will be available for the new applications.  The total to date is approximately $1,000,000. 

Minutes

Robert Jackson moved to approve the minutes of September 25, 2019.  Rhonda Fowler seconded, and the motion carried 5-0-1

Nauset Green Follow-Up from Minutes

Gary Sorkin explained the follow-up to last month’s minutes regarding the Wellfleet, Outer Cape and the entire Cape applicants.  There were 27 applicants from Wellfleet, but six of them were ineligible.  The numbers showed the great need in Wellfleet.  Most applicants for the units came from Cape Cod.  Eastham had local preference in the first lottery drawing.  The whole Cape got preference in the second drawing.

Habitat Day

On November 2, 2019 there will be a Wellfleet construction day at Durkee Lane Habitat homes.  Habitat is also looking for devotional providers on many dates.  Gary Sorkin also announced another Affordable home that is available on Ridge St. in South Wellfleet.  He explained the deed rider that determines the asking price for the house. 

New Applications for 2020

The Committee first discussed best use of CPA funds for the Town.  Rhonda Fowler discussed a feasibility plan for a community center on Town-owned land near the Senior Center.  This needs to be looked into further as an allowable project.  Gary Sorkin said he is concerned about spending on projects that have the highest impact of people in the town.  He said progress on the Lawrence Rd. community housing project is a good example of a high impact project. 

20-04 Shade Sails                               

The Recreation Department indicated that they need eight shade sails for $138,293.  The shade pavilion is being constructed.  CPC had concerns about the impact of the shade pavilion, the timeline, and Conservation Commission filings.  The project, as presented, is not ready for this year. 

20-06 Mayo Beach Rehabilitation       

A group of citizens, organizing themselves into the Friends of Mayo Beach House, requested $15,000 to initiate historic preservation of the old beach house. Conservation Commission, purpose, arrangements with the Town, Town Meeting votes, and volunteer efforts need to be considered.  The group will be invited to discuss the application, their non-profit status, use of the structure, ConsCom filing, and allowable CPA projects.

20-05 Museum Restoration Phase 2   

The Historical Society submitted a grant request for $500,000 for the next phase of historic restoration of the Historical Society Museum.  The museum will be invited to the November 20, 2019 meeting. 

20-07 Lower Cape Housing Institute

Community Development Partnership (CDP) has requested $15,000 to continue the Lower Cape Housing Institute for two years.  CDP will be invited to the November meeting.

20-03 Cemetery Phase 3                     

The Cemetery Commission requested $75,000 for continued historic restoration of the Town-owned cemeteries.  The Cemetery Commissioners will be invited to meet with the CPC.

20-01  Rental Assistance Program      

The Housing Authority has requested $165,000 to continue the Rental Assistance program.  Elaine McIlroy and Gary Sorkin will be at the next meeting to discuss this with the committee.

20-02 Housing Buy Down Program    

Housing Authority with the Housing Partnership had asked for $185,000.  Gary Sorkin will explain more about the request at the November meeting. 

Project Updates

Preservation Hall has spent the grant money for the Town Park, but they are waiting for completion certification from the Conservation Commission.  Pond Hill School offered use of the hall during the extended Paine Hollow power outage for bathrooms, lights and a charging station. 

Mail

Lunch & Learn brochures from the Historical Commission were distributed for the workshop on Historic Paint Colors.

Next Meeting

Applicants will be invited to the next meeting on November 13, 2020 to discuss their projects with the CPC.
