Minutes of Meeting November 19, 2014

Chair Peter Hall called the meeting to order at 9:02 a.m.

Minutes

Elaine McIlroy moved to approve the minutes of October 22, 2014.  Reinhart seconded, and the motion carried 6-0.

Mail

There was an e-mail request for a recommendation on the disposition of Town-owned property.  CPC will consider this at the December meeting. 

Needs Hearing Report

Mary Rogers and Peter Hall reported briefly that the Needs Hearing at the Board of Selectmen’s meeting on October 28, 2014 had been well received.  There was a discussion of the Buy Down program because of a question raised at the Needs Hearing.

Finances

CPC examined the updated financial worksheet for the Estimated Fiscal Year 2016 funds, the fund balance and the Historic and Housing Reserves.

New Applications

Nine applications had been submitted for CPC review. 

The Adams Lodge Rehabilitation request from the Masons is for $290,000.  CPC said they need to submit a detailed operational budget, their 501 (c) (3), non-discrimination policy, an understanding of the need to put a Historic Preservation Restriction on the Lodge, more information on their contribution to the community, and a listing of efforts to obtain contributions from other sources, such as the regional Masonic organization.  The Masons will be invited to discuss their request at the next CPC meeting.

 

Habitat for Humanity of Cape Cod has requested $225,000 and the Housing

Buy Down program is for $270,000.  Elaine McIlroy pointed out that these are projects that get done. 

Don Thimas moved to approve the Habitat application for totaling $225,000 and place it on the Town Meeting Warrant.  Reinhart seconded and the motion carried 8-0.

Don Thimas approved to approve $270,000 for the Community Housing Buy Down program and move it forward to Town Meeting.   Jackson seconded, and the motion carried 8-0. 

Historical Society requested $300,000 for the purchase of Mid-Section of 262 Main Street.  The Historical Society also submitted a request for $125,000 for Phase 1 Renovations for Mid-Section of Museum.   They will be invited to come to the December 17, 2014 CPC meeting to discuss their total funding approach to the project, their long term plans, and  their fund raising plan and current  financial strategy with regard to the purchase. 

Historical Commission requested $5,000 for Form B Updates that document historic properties filed with the Massachusetts Historical Commission.  Each form can cost $300-$400, according to Historical Commission Representative Geraldine Ramer. The Commission would be choosing twelve to fifteen properties to get the project started.  CPC discussed the value of these records to the Town.  The project is intended to help preserve old houses and the old records.   The Board would like to see the scope of the total project since the request is really for a first phase. 

Cemetery Commission requested $75,000 for Phase 2 Restoration of Cemeteries.  Janet Reinhart said that preservation of particular stones is the responsibility of the families, rather than the town.  Reinhart suggested contacting families and asking them to contribute to restoration of their gravestones.  Gary Sorkin suggested having the Cemetery Commissioners show their efforts to contact families.  Elaine Milroy suggested they skip ahead to Phase 4 and form a “Friends of Wellfleet Cemeteries” for fundraising purposes.  Reinhart also recommended searching findagrave.com and entering Wellfleet graves as a means of contacting prominent families.

The Open Space Committee requested $181,000 for a contribution to the purchase of lot on Drummer Cove (Map 29, Parcel 382) to be done in conjunction with the Wellfleet Conservation Trust.  The Committee discussed efforts to obtain the property or gain an easement along Drummer Cove. 

Sorkin moved to approve the $181,000 and place it on the warrant with the contingent transactions specified in the application.  McIlroy seconded, and the motion carried 6-0. 

South Wellfleet Neighborhood Association and Social Union requested $70,000 for the Completion of Pond Hill School.  There was some discussion of the request, but the Committee will wait till there is a full complement of members before consideration of the request. 

Agenda for Next Meeting

The next meeting will take place December 17, 2014.  Agenda will include discussions with: Recommendation for Disposition of Town Property; Discussion with Masons; Discussion with Historical Society; Discussion with Historical Commission; Discussion with Cemetery Commission; Discussion with SWNASU; and Other Concerns.
