Minutes of Meeting January 27, 2016

Present: Peter Hall, Chair; Robert Jackson, Geraldine Ramer, Janet Reinhart, Cary Rea, Kevin Carroll, Gary Sorkin

Chair Peter Hall called the meeting to order at 9:01 a.m.

Minutes

Janet Reinhart moved to approve the minutes of December 16, 2015.  Geraldine Ramer seconded, and the motion carried 7-0.

Discussion of In-town Parcel of Land (Map 15, Parcels 19 and 19.1)

Brad Williams and Dennis O’Connell, representatives from the Congregational Church, gave background on the land behind the church which is now for sale.  The church no longer has access to the property for parking purposes.  The owners have proposed a subdivision of the property into two house lots that are for sale at a price beyond the means of the church.  CPC members discussed what might be allowed CPA use for the lots.  The Committee recommended that the church bring forward a Recreation request at the next round of CPA applications. 

Coalition Dues

Cary Rea moved to approve payment of $1,750 annual dues to the Community Preservation Coalition.  Gary Sorkin seconded, and the motion carried 7-0.

Warrant Articles

The Committee reviewed proposed language for the CPA Warrant Articles for Annual Town Meeting and made revisions as needed.

Letters to Applicants

Members expressed concerns for the proposed projects that will be presented at Town Meeting.  These concerns will be included in letters to the applicants outlining their next steps for preparing and presenting their proposals at Town Meeting. 

Procedural Concerns

The Committee reviewed voting procedures on applications for CPA grants. 

Project Updates

Gary Sorkin gave three Housing updates.   The Housing Fund Raising mail-out met with success..  The Habitat project at Old King’s Highway is now in ZBA hands.  Thirdly, the Gull Pond Affordable Housing project will come before Town Meeting for a change from ownership to rental units. 

Next Meeting Agenda

The February 24, 2016 meeting agenda will focus on Town Meeting Article recommendations. 

Adjournment

Gary Sorkin moved to adjourn.  Kevin Carroll seconded, and the motion carried 7-0.  The meeting was adjourned at 10:05 a.m.
