Minutes of Meeting November 18, 2015

Wellfleet Town Hall Hearing Room

                                                                                                                      

Present: Peter Hall, Chair; Elaine McIlroy, Robert Jackson, Cary Rea, Thomas Siggia

Regrets: Kevin Carroll, Gary Sorkin, Geraldine Ramer, Janet Reinhart

Chair Peter Hall called the meeting to order at 9:02 a.m.

Minutes

Elaine McIlroy moved to approve the minutes of September 23, 2015.  Cary Rea seconded, and the motion carried 5-0.

Schedule for 2016 Meetings

Cary Rea moved to approve the proposed meeting schedule for 2016.  Elaine McIlroy seconded, and the motion carried 5-0.

Open Space Request

In the mail was an Open Space Committee request to put three properties of Town-owned land into Conservation Commission control.

Bob Jackson moved to accept the proposal.  Elaine McIlroy seconded, and the motion carried 5-0.

Financial Projection

The Town Accountant had provided CPA financial projections for Fiscal Year 2017.  The Committee studied the figures in relationship to the new project requests. 

Community Housing Projects

Cape Village for Autistic Adults is a regional project that has requested a contribution from Wellfleet of $100,000.  A representative will be invited to the next CPC meeting.

The Wellfleet Housing Authority had submitted a request for $50,000 for a regional Affordable Housing consultant for a pilot project of one year.  The Housing Authority hopes to share a technical assistance person with Truro.  The project could go forward for Wellfleet only if necessary.  The consultant would oversee a number of specific Affordable Housing projects that need completion.  There are so many regulations involved in Affordable Housing, it is a challenge for a volunteer board.  The person could also work with the county on regional Needs Assessment.  There are a number of qualified candidates who might be interested in the position, according to Elaine McIlroy. The discussion will be continued at the next meeting.

Historic Preservation Projects

All three applicants for new projects need to have their Preservation Restrictions underway.  Representatives from the Historical Museum/Society, the Masons and the SWNASU will be invited to the next meeting to answer questions that CPC has.  Bob Jackson said he will ask Preservation Hall for some good suggestions of pertinent questions. 

Plans for Needs Hearing

Peter Hall and Mary Rogers will give the Needs public hearing during the Selectmen’s meeting on November 24, 2015. 

Project Updates

Coordinator Mary Rogers suggested that additional effort be put into follow-up reporting on projects from the recipients of the CPA grants in addition to the CPC Activity Reports that she produces. 

Agenda for Next Meeting

The Dec. 16, 2015 meeting will include ten-minute presentations by the five applicants for the new projects.

The meeting was adjourned by consensus at 10:05 a.m.
