This page is designed to be your comprehensive source of information as the Town progresses in its application to the State for approval  of the Wellfleet Harbor Targeted Watershed Management Plan (TWMP). The Wellfleet Harbor TWMP integrates multiple nitrogen management strategies to meet the nitrogen removal goals required to restore water quality in Wellfleet Harbor. Nitrogen mitigation strategies outlined in the TWMP include:

  • An Innovative / Alternative (I/A) On Site Septic System Program (click for map to I/A Program area)
  • Centralized Sewering  
  • Fertilizer Management
  • Stormwater Best Management Practices

The approved Wellfleet Harbor TWMP will be an Adaptive Management Plan, meaning that it will have the agility to be implemented with practicality and flexibility as needs become apparent.  The Adaptive Management Program will also allow for new nitrogen management technologies to be incorporated into the plan, as they are tested and proven as effective strategies. It’s important to know that when the TWMP is accepted by the State, it will kick off a community-wide process of conversation and discernment as we review current Board of Health Regulations and strive to set new standards in keeping with State Laws and attending to the sensitive nature of Wellfleet’s environment. And, when the revised Board of Health regulations are finally ratified, the process of helping the Town come into compliance will be gradual, careful, and addressed on a case by case basis; considering always the individual needs of each homeowner.

The draft Wellfleet Harbor TWMP was submitted to MassDEP for review in 2022. Initial comments have been received from MassDEP and are currently being incorporated into a revised draft Wellfleet Harbor TWMP, which will be submitted for public review through the MEPA (Massachusetts Environmental Policy Act) review process.
