Members Present: Chair, Gerald Parent; Vice Chair, Andrew Freeman; Beth Singer; Alfred Pickard

 

Others Present: Town Planner, Joseph Powers; Committee Secretary, Rebekah Eldridge; Greg Hall; Tim Brady, East Coast Engineering; Richard Elkin, Wellfleet Energy Committee.

 

The Chair called the meeting to order at 7:03 P.M.

 

Announcements, Open Session & Public Comment: Steve Cooney addressed the board thanking them for many years of working together, while expressing his love for Wellfleet and the members of the board.

 

Reorganization of Board

  • Election of New Clerk – Pickard nominated Singer to be the new clerk until another board member was brought in. Freeman seconded the motion 3 – 0 motion carried. Board discussed the importance of bringing in a new board member, how would they go about doing that.

 

Meeting Minutes:

  • June 20, 2018 – A word needed to be changed, bottom paragraph first page. (that to at) Freeman moved minutes be approved, Parent seconded the motion, 3 – 0 vote, motion carried. Singer abstained from the vote as she wasn’t present at the meeting.

 

Application Not Required (ANR) #25 & #30 Plan Emily’s Lane (Assessor’s Map 19, lots 42 & 43) Review –

  • Board went over new maps 653 square feet was amended on the new map. Tim Brady explained the new lines and showed the board the changes in pencil. Pickard moved Emily’s Lane meets requirements of ANR, Singer seconded the motion 4 – 0 all in favor, motion carried. Mylar was signed and dated by all board members and given back to applicant (Tim Brady).

 

  • Hall Subdivision, Sam Hollow Road (Map #23, Parcel # 73) Discussion on engineering fees (section 2.06.k. – Rules and Regulations Governing the subdivision of Land of Wellfleet, Ma)

 

  • Discussion about bill to be paid.

 

  • Pickard moved that a letter be sent to Hall to reenergize the escrow account with an addition $5,000.00 Singer seconded the motion 4 – 0 vote, motion carried.

 

Photovoltaic Discussion:

            Continue Completeness of Application; Update on hiring engineer company to assist board in site plan review.

            Discussion about the access road, the grades weren’t given in the new maps. The drainage wasn’t shown. Parent discussed additional information is needed.

            Discussion about the town planner looking into hiring a private engineer to go out and look at the site at this point. Pickard began discussion is application was sufficient at this point.

  • Singer moved to accept the application as complete, Pickard seconded the motion. 4-0 motion carried.

 

Horton Subdivision, Josem Way (Map #42, Parcel #43)

            Amended road profiles and drainage; Status communication with owner to expose all covered utilities, which have not been previously submitted on as-builts plans.

            The Town Planner discussed using the same engineer and asking for the same amount of money to be put into an escrow account ($5,000.00).

            Freeman moved to have a letter addressed to the applicant by the Town Planner regarding an escrow account.

  • Pickard seconded the motion 4 – 0 vote all in favor, the motion carried.

 

Town Planner’s Report

            Rebekah has started full time and can be found on the second floor of town hall

Topics for Future Concern

            November 7th meeting moved to Monday November 5th. Act on the report of the Town Planner’s meeting with Hall Subdivision

            No November 21st meeting November 28th can be set up if required for an engineer meeting.

            Update on Photovoltaic

December 6th and 20th (moved from Wednesday to Thursday) to help meet the needs of the board members.
