Wellfleet Planning Board Minutes

Members Present: Andrew Freeman, Mary Ellen Manning, Janet V. Morrissey, R. Dennis O’Connell, Gerald E. Parent, Chair, Alfred Pickard, Beth Singer

Members Absent:

Others Present: Assistant Town Administrator (ATA) Brian Carlson, Cape Cod Commission Planner Martha Hevenor

Chair Parent opened the meeting at 7:02 PM. 

Minutes

O’Connell made the motion to approve the October 5, 2016 Planning Board Minutes as amended; Morrissey seconded; the motion passed 7-0.

Cluster Housing Bylaw

Hevenor presented the draft of the revised Zoning Bylaw (ZBL) 6.28.  She expressed her concern over the complexity of the current bylaw and suggested ways to make it less cumbersome for property owners and/or developers to implement.  She cautioned that changes made to 6.28 could impact Bylaw 6.21, Affordable Accessory Dwelling Units.

The Board reviewed the language in the draft.  Many questions were raised and suggestions made.  Hevenor will redraft and report back.

Parking in Downtown

Pickard presented a plan for using two available lots in Wellfleet’s Central District.  He asked the Board to consider recommending the purchase of these two lots off School St. for a municipal parking lot.  Chair Parent agreed and added that one of the lots could be used for affordable and/or senior housing.

Morrissey made the motion for Chair Parent to draft a letter to the Board of Selectmen (BOS)outlining the Board’s discussion and request to be on the BOS agenda.  Freeman made an amendment that Chair Parent draft a letter to the BOS on behalf of the Planning Board recommending that the BOS consider using the lots on Map 15, Parcels 19 and 19.1 for one or two different purposes and purchase them as Town-Owned Property, with a request to be on the BOS agenda; Singer seconded; the motion passed 7-0.

Food Truck Regulations

Upon review, O’Connell suggested that it be clarified that the zoning rules apply to the property owners while the licensing applies to the trucks.  The Board is divided over zoning for food trucks.  This discussion will be continued at the next meeting. 

Sign Bylaw Review

O’Connell reported that he and Freeman are still working on a draft to present to the Board.
