Minutes of Meeting on Wednesday, December 16, 2015

Council on Aging, 7:00 PM

 

Members Present: Gerald E. Parent, Chair, Andrew Freeman, Janet V. Morrissey, R. Dennis O’Connell, Alfred Pickard, Janet Reinhart

Members Absent:

Chair Parent opened the meeting at 7:01 PM.

Varsity Wireless Telecommunications Monopole Findings of Fact and Conditions

The Board reviewed the draft of the Findings of Fact with Fran Parisi of Varsity Wireless for Special Permit #15-01 and agreed on amendments, including determining that the bond value would be $30,000. 

Freeman made the motion to accept the Findings of Fact for Special Permit #15-01 as amended; Morrissey seconded; the motion passed 5-0.  Reinhart was not eligible to deliberate or vote due to an absence during the public hearing phase of the permitting process.

Annual Report Review

The Board reviewed the draft and made some revisions before agreeing to a final draft that will be submitted to Executive Assistant Michaela Miteva for inclusion in the Wellfleet 2015 Annual Report.

DLTA Update

ATA Carlson gave the Board an update from the Cape Cod Commission Planner, Martha Hevenor.  Another DLTA grant opportunity from the Cape Cod Commission will be coming up in early 2016.  Martha Hevenor has asked that the Board start thinking about how it would like to proceed with the bylaw revision projects currently underway, or if there are any additional projects it may like to work on.  The value of these grant awards has not yet been released.

A map of the undeveloped parcels in Wellfleet will be forthcoming.  ATA Carlson will follow up and request the data sets that include the GIS codes.

ATA Carlson also mentioned the recent DLTA Housing meeting where town officials from Orleans, Eastham, Wellfleet, Truro, and Provincetown met and discussed their intention to acquire funds to hire a regional housing specialist.  This specialist would assist citizens in applying for and obtaining affordable housing within the region.  A Community Preservation Act application for funding was submitted in Wellfleet, Eastham and Truro. 

Another topic of discussion at the DLTA meeting was the success of Wellfleet’s Affordable Accessory Dwelling Unit Bylaw, and how other towns in the region are considering modeling their own after it.

Housekeeping Warrant Article for the Signs Bylaw

The Board accepted the article as presented.  This article will be included in the February 3, 2016 public hearing that is already scheduled for other bylaw proposals.

Subdivision Regulations Revisions

The Board reviewed the proposed revisions made by O’Connell to the Subdivision Regulations.  O’Connell will update the draft to include the newly proposed changes, and will present it at the next meeting.

O’Connell moved to accept the December 2, 2015 Planning Board minutes as amended; Pickard seconded; the motion passed 6-0.

Correspondence

O’Connell presented a letter from Varsity Wireless regarding the value of the bond.
