Minutes of Meeting on Wednesday, June 18, 2014

Wellfleet Senior Center, 7:00 p.m.

 

Present: Gerald Parent, Chair; Andrew Freeman, Janet Morrissey, R. Dennis O’Connell

Regrets: Eric Larsen, Alfred Pickard, Janet Reinhart; Planner Patrice Carson

Chair Gerald Parent called the meeting to order at 7:04 p.m.

Historical Commission Request

Maria Burks, Co-Chair of the Historical Commission, was present to discuss the request they had made in writing1 for money from the Planning Board budget for the services of the Planner to help draft a Demolition Delay General Bylaw.  Jan Morrissey corrected the dollar amount, stated in the Historical Commission letter, that remains in the Planning Board’s 2014 Budget. 

O’Connell moved to approve providing Planning Board funds to cover up to 16 hours of the current Town Planner’s time to the Historical Commission with the provision that the Historical Commission provide progress reports to the Planning Board on work on the Demolition Delay Bylaw.  Jan Morrissey seconded, and the motion carried 4-0. 

Minutes

O’Connell moved to approve the amended minutes of June 4, 2014.  Morrissey seconded, and the motion carried 4-0.

Jan Morrissey submitted the mail log of June 18, 2014.2

State Changes to Chapter 41

Ron Martin was present to discuss the Zoning Reform Bill that is at the Statehouse Docket # 3216.  Dennis O’Connell said that the Planning Board should be told about the bill, “An Act Promoting the Planning and Development of sustainable Communities.”  Town Counsel is responsible for keeping the Town apprised of changes in state law, O’Connell said.  He also recommended that the Town Planner keep the Board informed. 

Home Occupation & Service Trade Business Bylaws

The Board reviewed the June 4, 2014 draft of the Home Occupation & Service Trade Business Bylaws3 and made changes to correct and clarify items as needed.  The Board determined that 6.16 Home Industry needs to be reexamined for compatibility with the provisions for Home Occupation & Service Trade Business in 6.22 and 6.23.  The Board, by consensus, agreed to have the Town Administrator review the revised 6.22 Home Occupation

Storage Pods

Members of the Board had examined the Bourne Zoning Bylaw regarding storage pods.4   There was a general discussion of the current use of storage pods in Wellfleet.  O’Connell agreed to research the issue.

Agenda for Next Meeting

Agenda for the July 16, 2014 meeting will include: Organization, Home Occupation and Service Trades Bylaws & Home Industry, Storage Pods, and Future Concerns.

Adjournment

Parent moved to adjourn.  O’Connell seconded, and the motion carried 4-0. 

The meeting was adjourned at 8:55 p.m.
