Minutes of Meeting on Wednesday, September 2, 2015

Council on Aging, 7:00 PM

Members Present: Gerald E. Parent, Chair, Janet V. Morrissey, R. Dennis O’Connell, Alfred Pickard, Janet Reinhart

Members Absent: Andrew Freeman, Eric Larsen

Others Present: Assistant Town Administrator/Planner Brian Carlson,

Chair Parent opened the meeting at 7:03 PM

Food Truck Discussion

ATA Carlson stated that he and TA Terkanian would like to have food truck regulations ready for the spring. 

The Board agreed that the next step would be to write a letter to the Board of Selectmen to express their concerns regarding food truck regulations.  Concerns include parking, nuisance, safety on and off the site, egress, proximity to residences and brick and mortar restaurants, and the consideration for restaurants who want to put up their own food trucks on their own properties.  The Planning Board is considering allowing food trucks to operate in the Central District, the Commercial District and on town owned property.  ATA Carlson and Morrissey will collaborate on the letter to the Board of Selectmen.

Medical Marijuana Overlay District (MMOD) discussion continued

After the Board discussed alternatives, Pickard moved that the Board leave the MMOD as it is; Morrissey seconded.  The motion passed 5-0.

The Board agreed to notify Donna McCaffery of the Even’tide Motel of its decision and to thank her for participating in the process.

District Local Technical Assistance (DLTA) Follow Up

Morrissey, Reinhart, and ATA Carlson met with Cape Cod Commission Planner Martha Hevenor of the Cape Cod Commission in an “uptake” session to discuss what the Wellfleet Planning Board is looking for in the way of assistance on bylaw revision.  It was reiterated that resources are limited. 

Chair Parent recommends that the focus be on one bylaw revision rather than spread the resources too thinly and not get much return. 

Morrissey would like to explore if conversion of seasonal cottages to year-round community housing units is a viable idea for Wellfleet.  She would like to ask the CCC for technical assistance in producing a map of the locations of the cottage colonies. 

The Board discussed specific questions for the CCC regarding cluster housing.  ATA Carlson agreed to draft those questions and bring them to the Board for review prior to being sent to the CCC.

Picard moved to approve the Planning Board Minutes of 8/19/15 as amended; Reinhart seconded; motion passed 5-0.

O’Connell moved to adjourn; Reinhart seconded; the motion passed 5-0.
