Wellfleet Planning Board

Minutes of Meeting on Wednesday, July 16, 2014

Wellfleet Senior Center, 7:00 p.m.

 

 

Present: Gerald Parent, Chair; Andrew Freeman, Janet Morrissey, R. Dennis O’Connell, Alfred Pickard, Janet Reinhart

Regrets: Eric Larsen, Planner Patrice Carson

 

Chair Gerald Parent called the meeting to order at 7:01 p.m.

 

Minutes

O’Connell moved to approve the amended minutes of June 18, 2014.  Freeman seconded, and the motion carried 5-0.

 

PSD #14-02

Chester Lay of Slade Associates presented Preliminary Subdivision #14-021 for  Susan J. Liston of 35 & 40 Edmester Dr. (Map 12, Parcels 113 & 114).  He explained that the cul de sac would be reconfigured in order to create two buildable lots.  The two lots would be altered in size through the subdivision.  Citing the Massachusetts DH&CD overview of the Subdivision Control Law regarding Chapter 41, Dennis O’Connell said that the changes could be made without a public hearing. The Board, however, decided that the full subdivision process should be followed.  O’Connell and Alfred Pickard recommended that more bounds be placed on the ground and indicated on the Definitive Subdivision plans. 

 

Reinhart moved to approve PSD #14-02 with provisions that placement of the bounds and the statement of all waivers be included on the plans.  O’Connell seconded, and the motion carried 6-0.

 

Home Occupations Bylaw

Planning Board members reviewed the June 18, 2014 revisions to Bylaw 6.22 Home Occupations. 2   Jan Morrissey offered a change to 6.22.1 Purpose in the Home Occupations bylaw.  There was a discussion of provision #3 under 6.22.3 Requirements and Standards regarding exterior displays. 

 

Storage Containers

Dennis O’Connell had done research on storage containers.  He related some of the regulations which other towns, mainly in California, had specified.  Board members discussed points that could apply to Wellfleet.   Developing bylaws for storage containers will be a future agenda item. 

                                                                                                 

Service Trade Business Bylaw Revision

Using the June 18, 2014 draft of the Service Trade Business Bylaws, 3  Planning Board members made changes and corrections that had been identified, and they reviewed the draft for further changes.  Jan Morrissey suggested that the  term used in the bylaws and in the 5.3.1 Residential Use Table be changed to  Service Trade Home Business and that the term Service Trade Business be added to the 5.3.2 Commercial Use Table.  The Board agreed that sign usage for Home Occupations and Service Trades is subject to sign bylaws. 

 

Mail

Jan Morrissey called attention to e-mail from Attorney Elizabeth Thompson4 of Duval & Klasnick, who is representing a client seeking to install a new wireless communications facility in Wellfleet.

 

Organization

O’Connell moved that Gerald Parent continue as Chair of the Planning Board.  Morrissey seconded.  The motion carried 5-0-1.

 

Janet Reinhart nominated Jan Morrissey as Vice-chair of the Planning Board.  Freeman seconded.  The motion carried 5-0-1. 

 

O’Connell moved to nominate Janet Reinhart as clerk.  Morrissey seconded, and the motion carried 6-0. 

 

Agenda for Next Meeting

Agenda for the August 13, 2014 meeting will include: Signatures, Home Occupation, Home Industry, Service Trades, Signs, Priorities, Pods,  State Zoning Law Change, and a Wireless Facility Application.

 

Concerns

Chair Gerald Parent reported on increased communication with the Building Inspector on construction issues.
