Wellfleet Planning Board

Minutes of Meeting on Wednesday, September 3, 2014

Wellfleet Senior Center, 7:00 p.m.

 

 

Present: Gerald Parent, Chair; Andrew Freeman, Janet Morrissey, Alfred Pickard, Janet Reinhart; Planner Patrice Carson

Chair Gerald Parent called the meeting to order at 7:00 p.m.

 

Minutes

Janet Reinhart moved to approve the minutes of August 13, 2014.  Freeman seconded, and the motion carried 5-0.

 

Mail

Janet Reinhart called attention to a water quality presentation at Preservation Hall on September 10, 2014.  Jan Morrissey raised an issue about material that was not included in the mail.  The correspondence from the Attorney General to the Town Clerk regarding acceptance of the bylaws approved at Annual Town Meeting had not been forwarded to the Planning Board, she said.  Jan Morrissey asked about maintaining a mail log.  The Board agreed to continue the practice.

 

Signs

The Board considered the 2009 suggestions for sign bylaw revisions1 that had been prepared by Ron Harper when he was a member of the Planning Board.  PB members were more concerned about a number of other sign issues: allowances on Rte. 6; prohibition of off-premises advertising; clarification of measuring size; prohibition of roofs on signs; and LED lit signs. 

 

Planning Board members studied Section 7.3 Signs Requiring Permits with an amendment 2 including Service Trade Home Business in 7.3.1 and 7.3.2.  This will appear as a separate Warrant Article for the 2015 Annual Town Meeting.

 

Home Occupation Bylaws

The Board reviewed the August 13, 2014 revisions of 6.22 Home Occupation bylaws. 3   PB members agreed upon further adjustments to the draft. 

 

Reinhart moved to approve the revised draft of 6.22 Home Occupation for Town Meeting.  Freeman seconded. The motion carried 5-0. 

 

Service Trades Bylaws

The Board reviewed the August 13, 2014 draft of Service Trades bylaws4  and discussed changes that had been incorporated into the draft. 

 

Freeman moved to amend section M of Home Occupation and to approve the Service Trades draft.  Pickard seconded, and the motion carried 5-0. 

 

Individual Storage Unit Definition

Reinhart moved to approve the August 13, 2014 definition of Individual Storage Unit.5   Freeman seconded, and the motion carried 5-0. 

 

Home Industry

The Board began to examine the September 3, 2014 draft of Home Industry, 6 including its placement on the Commercial use table but decided that the revision should be continued at the next meeting. 

 

Zoning Bylaws 2014 Formatting

The Board discussed what can be done and can’t be done in formatting the latest edition of the Zoning Bylaws.  That which is beyond the scope of formatting needs to be brought before a Town Meeting to be remediated.

 

Agenda for Next Meeting

The agenda for the September 17, 2014 meeting will include: amendment for the FEMA bylaw; sign bylaw revisions; Storage Pods, Home Industry, Home Occupations, and Service Trades.

 

Adjournment

Reinhart moved to adjourn. Freeman seconded, and the motion carried 5-0. 

The meeting was adjourned at 9:25 p.m.
