Members Present: Andrew Freeman, Vice Chair; Beth Singer, David Mead-Fox, Alfred Pickard

Members Absent: Gerald Parent, Chair

Other Present: Joseph Powers, Assistant Town Administrator, Town Clerk, Town Planner; Tim Brady, East Cape Engineering. Gary Sorkin, Wellfleet Housing Authority, Local Housing partnership; Ann Suggs, member of the Local Housing Partnership; Sharon Lou Wagner, Local Housing Partnership; Kathleen Bacon, Select Board Member;

 

Freeman called the meeting to order at 7:00PM

 

Announcements, Open Session & Public Comment: No Announcements or comments

 

Disposition of Town Owned Land - 95 Lawrence Road, Discussion (Map #13, Parcel #2)

  • Powers informed the board that this was a request from Gary Sorkin and the Housing authority to present to the board. The other properties will be discussed at a later meeting.
  • Freeman called the housing authority group to the table discuss the above property.  Sorkin talked about the Lawrence Road Property. A letter from Tim Brady was read regarding the square footage of the property. Lou Wagner presented the board a paper power point which referenced turning the land into affordable housing for Wellfleet. She discussed the income for families and gave statistics reinforcing their stand for affordable housing.  The Planning Board was asked to support the housing committee in making this property into affordable housing.  Kathleen Bacon addressed the board in support of affordable housing. The board addressed Sorkin, Suggs, Lou Wagner with questions concerning housing, what would the planning look like once the land was transferred. More than one-bedroom housing is needed.
  • Singer moved to recommend the transfer of land; 95 Lawrence Road from the Town of Wellfleet to the housing authority, Mead-Fox seconded the motion. 4-0 motion carried.

 

Town Planner’s Report

          Powers reported to the board, an expectation of an approval not require coming before the board, he explained there are procedural defects with this process. Brady made note of his disappointment with this issue. This will be addressed on the agenda for March 5th.

            Powers reported on Sam Hollow Trust, the outside engineer was consulted, the plans submitted are not in accordance with subdivision by-laws. Brady weighed in on his concerns with this project moving forward.

            Powers updated the board on the Photovoltaic, all contracts have been signed and meetings with Max from TRC are being arranged. This should be on the next agenda for March 5th.

            Cape Cod Commission, Cell Tower 724 Rt 6 Wellfleet, MA 02667

                        The board discussed the above, owned by Donald Horton. Does the board have to authority to set forth their by-laws regarding adding ten feet to the pole? The board needs to consider the fall zone. Freeman will send an email for Powers to address town counsel regarding the board’s rights with this tower and how they can move forward.
