Meeting Minutes 7/18/17
Mayo Creek Restoration Committee
Present: John Riehl, John Portnoy, Jake Puffer, Pat Winslow
9:00 AM
-Motion to approve the minutes from 6/21/17 as amended Jake Puffer, Second John Portnoy pass 4-0
-John Riehl stated that the MCRC request for funding from the MET grant was not approved.
-Check for new funding sources, when they become available
-Review abutter data at the Health and Conservation Office.
-abutting properties as well as adjacent parcels within the same lenses
-John Portnoy would like to review the data that we have and come to a consensus with data
provided by Bennett Environmental on what the existing conditions are.
-Water level data
-Water quality data
-Jake Puffer inquired whether the town can provide the funding needed to hire a hydrologist.
- Possibility of being to expensive without town meeting approval.
-John Portnoy and Jake Puffer will review the data from HVCC and surrounding properties.
-John Riehl will review data from Holbrook properties and Kendrick Avenue up to the Bookstore
restaurant.
-Review other restoration projects on the Cape and South East Massachusetts,
-Cases where wells and Septics effected.
-Any cases where there was a failure to anticipate a negative outcome.
-Herring River Restoration information from Tim Smith (head of technical operations)
-Invite a group of experts that could include Tim Smith, Tom Cambareri, to find weakness in the
project.
-Maria Hollis questioned whether other abutters besides HVCC had been contacted.
-John Riehl stated that a list of all abutters has been created and that all meetings are posted.
-Dave Bennett submitted a letter of concerns and future progress.
-Need an independent interpretation of the data
-How is Data reviewed?
-Committee should continue to seek grants for hydrology funding.
-Where will Mean High Water be?
-Need for a detailed hydrological survey
-What is the impairment to public water supply and private drinking wells
-Components in denitrification system could be displaced if water rises
-John Portnoy stated that a constraint of the project would be that Mean Tide Level stay the same so
as not to effect septic components physically or put them out of compliance.
-Bennet submitted a CD with data on water quality, water levels- does not want the committee to
interpret the data
-Bennett stated that HVCC was against the pilot program because they were not apart to it, not
because they were specifically against a pilot of some type.
-John Riehl questioned whether there was a tidal effect on sodium levels in the wells.
-Bennett stated that 6 wells are sampled monthly for Nitrogen to make sure that they are discharging
allowable amount
-John Riehl- Committee will provide a report to the town at some point next year
-Show what restoration ow;ld look like
-Professional Management
-Bennett -check levels in wells during Spring neap tides- measure conductivity.
-Invite all abutters to a presentation.
-Possible presentaion date August 16th At COA 4:00 PM
-Possible meeting August 14th at 4:00 PM
