Minutes of Meeting of June 24, 2015
Council on Aging, 7:00 PM
Commissioners Present: Stephen Polowczyk, Chair, Sam Bradford, Janet Loewenstein, Fred Magee, Linda Pellegrino, Sylvia Smith, Robert Wallace
Commissioners Absent: Thomas Reinhart, Liz Sorrell, Ira Wood
Also Attending: Town Accountant Marilyn Crary, Town Administrator Harry Terkanian
Chair Polowczyk called the meeting to order at 7:00 PM.
Recap of Meeting with the BWC on May 27, 2015
The committee gave their favorable impressions of the presentation made by the BWC at the May 27th meeting. Using betterments as a tool in a future financial model for the Wellfleet Municipal Water System was discussed. The Finance Committee also discussed inviting the Board of Water Commissioners to a future meeting to continue the conversation regarding drafting a viable financial model for the WMWS. Starting a conversation about collaborating with the Nation Seashore Park was discussed.
FY17 CIP Review
TA Terkanian answered the Committee’s questions regarding the FY17 Capital Improvement Plan.
A public hearing will be scheduled for July 22, 2015, to allow for public comment of the FY17 CIP.
Town Accountant Crary will supply the FC with a summary of the Town’s debt service.
Transfers
TA Terkanian and Town Accountant Crary answered questions about the list of transfers that was distributed to Finance Committee members.
Bradford moved to approve the list of transfers as presented; Loewenstein seconded; motion passed 7-0.
Wood arrived at 8:16 after having attended a prior meeting.
Ways to Save Tax Payers Money
Ideas that were discussed include: community service projects, the installation of a solar array at the transfer station, forensic audits of Town Departments, sharing resources between departments, cut staffing through attrition. Increasing revenue by charging for parking at the marina was also discussed.

Loewenstein moved to approve the Finance Committee Minutes of May 27, 2015; Pellegrino seconded; motion passed 7-0.
Liaison Reports
- The Shellfish Advisory Board is looking for more members.
- The Personnel Board is still working on the Personnel Manual.

The latest issue of the Municipal Advocate is available at the office.

Adjournment
Loewenstein made the motion to adjourn; Smith seconded; the motion carried 8-0. The meeting was adjourned at 8:36 PM.
