Minutes of Meeting of March 23, 2016

Council on Aging, 7:00 PM

Members Present: Stephen Polowczyk, Chair, Sam Bradford, Kathy Granlund, Arlene Kirsch, Janet Loewenstein, Linda Pellegrino, Liz Sorrell, Ira Wood

Members Absent: Fred Magee, Robert Wallace

Also Attending: Bob Jones, President of Cape Cod Village, Inc., Selectman Dennis Murphy Town, John Riehl of the Mayo Creek Restoration Project, Mary Rogers of the Wellfleet Community Preservation Committee (CPC), Administrator Harry Terkanian

Chair Polowczyk called the meeting to order at 7:00 PM.

2016 Warrant Article II-26: Harbor Study

Chair Polowczyk introduced Article II-26.  Selectman Dennis Murphy explained background information and the reasoning behind his support for it.  Murphy and John Rielh answered questions posed by the Committee. 

The main concern was whether the study is meant to produce a menu of potential solutions or a list of questions to be answered by a future study.  It was suggested that the motion be clarified on the floor at Town Meeting, as the article is not especially easy to understand.

Sorrell made the motion to recommend Article II-26; Kirsch seconded; the motion carried 8-0.

2016 Warrant Article II-21: CPC Funding Applicant: Cape Cod Village

Bob Jones, President of Cape Cod Village, Inc. was present to answer questions regarding this CPA funding project application.  Wood began by questioning the validity of a funding request for a project that will be located, not in Wellfleet, but in Orleans.  Sorrell countered by noting that Wellfleet residents will benefit from the project, and that the Town is not in a position to build a facility of this nature itself.

Mary Rogers spoke to the eligibility of this project for Community Preservation Act (CPA) funding, saying that Community Housing is one of the three categories of projects the State allows for.

Jones further explained the project, how it will benefit potential residents, and the participating towns.  He also noted that all permitting is in place and the organization has applied for USDA funding.  The Committee asked clarifying questions.

Polowczyk expressed his concern that this application may not be a one-time request for funding.  Rogers noted that the policy for CPC grants is that they are meant to be one-time requests unless there is a different aspect of a project that is being addressed.

Wood made the motion to recommend Article II-21; Kirsch seconded; the motion carried 8-0.

Article III-35

Town Administrator Terkanian explained the details of the article.

Wood made the motion to recommend Article III-35; Sorrell seconded; the motion carried 8-0.

Article VI-51

Town Administrator Terkanian explained the details of the article and answered questions.

Wood made the motion to not recommend Article VI-51; Kirsch seconded; the motion carried 8-0.

TA Terkanian requested of the Finance Committee financial support for repairing the COA van that sustained some damage in an ice-related collision.
