Loewenstein moved to approve the Finance Committee Minutes of 11/18/15 as amended; Bradford seconded; the motion passed 8-0-2.

Wood moved to approve the Finance Committee Minutes of 2/24/16 as amended; Loewenstein seconded; the motion passed 8-0-2.

FY17 Budget Recommendations

Don Palladino answered questions regarding 2016 Warrant Article VI-4.  Wood made the motion to move on Article VI-4; Loewenstein seconded; the motion passed 7-2-1.

ARTICLE II-27: $150,000 to fund snow and ice removal from private ways.

ARTICLE II-27A: $235,000 street sweeper for the Department of Public Works

ARTICLE II-24: Combined recreation building and public restrooms at Baker Field

ARTICLE II-28: Money to pay unpaid bills from a prior fiscal year, or do or act anything thereon.

ARTICLE VII-1: $15,000 for fireworks for the Fourth of July holiday (will be moved to Section II)

Kirsch made the motion to not recommend; Wood seconded; the motion passed 8-1

Section III: Charter and General Bylaw Changes

ARTICLE III-9: Wellfleet Home Rule Town Charter: Fin Com on other committees

Wood made the motion to recommend; Kirsch seconded; the motion passed 9-0

ARTICLE III-3: Accept the provisions of General Laws chapter 40, Sections 42G through I for the levy of special assessments: to assess betterments against properties to recover all or a portion of the cost of introducing water on adjacent streets

Wood made the motion to recommend; Sorrell seconded; the motion passed 7-2

ARTICLE III-4: Accept the provisions of General Laws chapter 40, Section 42J for the levy of special assessments: allowing betterments to be repaid over a period of years (currently up to 20 years.)

ARTICLE III-5: Accept the provisions of General Law chapter 40, Section 42K for the levy of special assessments: authorizes the assessment of betterments based on single family equivalent usage.

Section VI: Disposition of Town Property

ARTICLE VI-1:  Transfer of Map 29: Parcels 489 and 493 to the Conservation Commission

ARTICLE VI-2:  Transfer of Map 15 Parcel to the Wellfleet Conservation Commission

Loewenstein made the motion to recommend; Kirsch seconded; the motion passed 9-0

ARTICLE VI-4:  Ensure continued access to Griffin Island over the Town road known as High Toss Bridge Rd. 

Wood made the motion to not recommend; Loewenstein seconded; the motion passed 8-0-1

Section VIII: Other Articles

ARTICLE VIII-2:  To see if the Town will vote to raise the fee for inn-holders and common victualers licenses from $25.00 to $100.00, or do or act anything thereon.

Loewenstein made the motion to recommend; Pellegrino seconded; the motion passed 7-2

Section IV: Standard Annual Articles

ARTICLE IV-1:  To see if the Town will vote to authorize the Town Administrator or his designee to dispose of the following articles of personal property by trade in or sale, or do or act anything thereon

Loewenstein made the motion to recommend; Wood seconded; the motion passed 9-0

ARTICLE IV-2:  To see if the Town will vote in accordance with G. L. c. 41, §38 to authorize the Town Collector to use all means for collecting taxes, which the Treasurer may use when appointed Collector, or do or act anything thereon.

Loewenstein made the motion to recommend; Wood seconded; the motion passed 9-0

ARTICLE IV-3:  To see if the Town will vote to assume liability in the manner provided by G. L. c. 91, §29 and 29A, as most recently amended, for damage that may be incurred for work to be performed by the Department of Environmental Protection of Massachusetts for improvement, development, maintenance and protection of tidal and non-tidal rivers and streams, great ponds, harbors, tidewaters, foreshores and shores along a public beach, excluding the Herring River and Herring River Dike, in accordance with G. L. c. 91, §11, and to authorize the Selectmen to execute and deliver a bond of indemnity therefore to the Commonwealth, or do or act anything thereon.

ARTICLE IV-4:  To see if the Town will vote pursuant to the provisions of G. L. c. 71, §16B, to reallocate the sum of the Town’s required local contributions to the Nauset Regional School District in accordance with the Nauset Regional School District Agreement, rather than according to the formula of the Education Reform Act, so-called, for fiscal year 2017, or do or act anything thereon.

Loewenstein made the motion to recommend; Wood seconded; the motion passed 9-0.
