Meeting Minutes-

Moved to approve the minutes of 4/4/2018, as amended, by Pickard. Seconded by Freeman, and the motion carried 5-0.

Habitat-Homeowner’s Agreement-2082 Route 6

Attorney Ben Zehnder was present with the Homeowner’s Agreement and the mylar for final approval by the Board. The Board members signed the mylar: (Freeman, Singer, Cooney, O’Connell, and Pickard).

Warrant Articles-Discussion:

Vice Chair Freeman requested a review of the Warrant Articles. The Board members discussed the petitioned article on food trucks being listed before the Planning Board’s proposed bylaw amendments. O’Connell mentioned that there are three articles associated with food trucks, and asked Assistant Town Administrator, Joseph Powers, if the Moderator will be discussing them at the same time. Powers responded that the Moderator will probably perform some narrative himself to explain to the audience what’s going on with the different articles and why they are separated.

Freeman asked how the articles for Home Occupation will be presented. Powers responded that when the Selectman created the Warrant they did so with the Moderator’s request that they include the more-expansive articles first.

Special Permit/Site Plan Review-Discussion

Vice Chair Freeman requested information from the Board members about their decision not to put Special Permit/Site Plan Review on the Warrant. O’Connell explained that he felt that the Board wasn’t ready, that other bylaws were more important to focus on, and suggested observing what happens in other towns.

Liaison Reports-

O’Connell reported that there will be an amendment proposed by the Charter Review Committee to not recommend the hiring of the new Shellfish Warden, and the decision will be left to the Town.
