Wellfleet Planning Board

October 18, 2017, 7:00 PM

Chair Parent called the meeting to order at 7:00 P.M.

Meeting Minutes

Moved to approve the minutes of October 4, 2017 as amended, by Freeman. Seconded by O’Connell. The motion carried 4-0-1.

Discussion-(Draft) Special Permit for Site Plan Approval

Chair Parent asked the Board members how they would like to proceed with Special Permits.  He proposed requiring the same language as building permits reaching the following criteria: a) square footage, b) parking and use of significant impact criteria, c) trips per day, and d) threshold for construction. O’Connell mentioned that there were three main points that came from Town Counsel: 1) Maybe the Board was too all-encompassing and should talk about thresholds, 2) there were no design standards or discussions of aesthetics, and 3) the doubling-up of special permits.

Parent read an email from Town Counsel where Carolyn Murray offered to conduct a workshop with the Board members, and hash out a direction to go in with how they want her to continue with the rewrite of the Bylaw based on the Board’s discussions.

Chair Parent asked as members if they wanted to sit in the position of the special permit granting authority on these types of uses, or maintain with teeth, addressing factors such as: traffic, egress, access, aesthetics, plantings.

The Board discussed holding a meeting prior to the workshop with Carolyn Murray. They decided to meet Monday October 23, 2017 at 7:00. The workshop with Town Counsel is tentatively scheduled for November 16, 2017.

Discussion-C2 District

The Board discussed how they would like to proceed with the C2 District as there is no definition of a bylaw in place for food trucks.  They will hold a Public Hearing on food trucks December 20, 2017.

Liaison Reports-O’Connell offered that the Charter Review Committee might have a long-range comprehensive plan out of the Planning Board, and establish the local Planning Board Meeting under the Charter. Alternate members are still being reviewed.
