Minutes of Meeting on Wednesday, November 19, 2014
Wellfleet Senior Center, 7:00 p.m.

Chair Gerald Parent called the meeting to order at 7:00 p.m.
Minutes
O’Connell moved to defer the November 5, 2014 minutes until the next meeting to allow Mary Rogers and Board members time to review the tape with regard to Howard Court. Pickard seconded, and the motion carried 6-0.
Discussion with Laura Shufelt, MA Housing Partnership
The Board had a discussion with Laura Shufelt, Community Assistance Manger at Mass Housing Partnership (MHP) which has become an Affordable Housing rental financier who came to meet with and answer questions.
ANR #14-07 - Harnett, 450 Chequessett Neck Rd.
Chester Lay of Slade Associates presented ANR #14-071 for 450 Chequessett Neck Road (Map 16, Parcel 46 & 47). He explained this was originally 2 lots with a cul-de-sac in 1997. In 2010 the 2 lots and cul-de-sac were combined into one but the proper petition was not filed. This action would now allow for the filing of the proper petition paperwork.
Picard moved to endorse the plan as ANR #14-07. O’Connell seconded, and the motion carried 6-0.
Discussion of Howard Court Road and Release of Covenant
The Board decided to review this at the next meeting after the tape from the November 5, 2014 meeting was reviewed.
O’Connell stated that there were only minutes from other Boards.
Disposition of Town Property Recommendation - Map 14, Parcel, 4 (portion)
The Board is still waiting for the 45 days to pass in order to receive all comments.
FEMA Bylaw Amendment
The Board discussed whether to change the language to simplify it or make it a longer edition. The consensus was to use the simplified version.
Reinhardt moved to amend Section 6.14.3.5 to comply with FEMA. Picard seconded, and the motion carried 6-0.
Subdivision Regulation 4.05c Pavement
Parent mentioned changes and questioned what the 2" on driveways should be - a basecoat or other? Morrissey stated that 4.04b - radius didn't get changed yet and that they should check with Eric Larsen on what the correct measurements should be.
Definition of Dwelling
The Board discussed the word "exclusively". There was concern that changing a definition that appears 124 times in the Bylaw may have unintended consequences. The word "primarily" might be better. The Board asked Carson to review all 124 entries without "exclusively" or with "primarily" and see how the Bylaws are affected.
After further discussion, the Board decided that they were probably going to leave the word "exclusively", but still wanted Carson to review the affected Bylaws.
Home Industry Bylaw Revision
Morrissey stated that Home Occupation and Service Trade Bylaws are finished, and the Home Industry Bylaw should follow. Morrissey will edit a first draft.
Morrissey asked the Planning Board to think about the section that allows Home Industry as of right in the commercial zone because it seems illogical when a special permit is required in the commercial zone for a Service Trade.
Safety Study of Rte 6 - Main St. Intersection
The Board has nothing to review on this.
Agenda for Next Meeting
The agenda for the December 3, 2014 meeting will include: Public Hearing for Special Permit for Habitat's 3-new affordable homes, discussion of Howard Court Road and release of covenant, definition of "dwelling", sign bylaw revisions, Home Industry Bylaw revision and safety study of Rte 6-Main St. intersection.

Reinhart moved to adjourn. seconded by Freeman, and the motion carried 6-0.
The meeting was adjourned at 10:15 p.m.
