Chair Parent opened the meeting at 7:02 PM. 

Minutes

Picard made a motion to approve the November 2, 2016 Planning Board Minutes as amended; Freeman seconded; the motion passed 7-0.

Charter Review Committee Request for Input

O’Connell, a member of the Charter Review Committee, explained the proposal to amend the Town Charter’s quorum requirements for regulatory boards.  The Board discussed the merits and ramifications of the proposed amendment.  Concerns were that this amendment may conflict with State statute, and that the Board of Selectmen may not feel compelled to fill vacant board seats if boards are allowed to function with less than a full complement of members.

The Board agreed that the more members present at a meeting the more expertise available, and the more informed the deliberation.

It was noted that two other regulatory boards in Town have already voted against the amendment.

Freeman made a motion to recommend the Charter Review Committee’s proposal to amend the Town Charter regulatory board quorum requirement, with the exception of any statutory requirement; Manning seconded; the motion failed 3-4.

The Board would like to revisit this discussion when O’Connell has had the opportunity to gather more information on whether the intent is for the amendment to include all boards and committees.

Sign Bylaw Review

The discussion was tabled until 12-7-16.

Food Truck Regulations

Morrissey presented both, the draft Food Truck Prohibition Bylaw, and the revised draft Stationary Food Truck Use Special Permit Bylaw.  The Board reviewed the drafts and discussed revisions.  Chair Parent reminded the Board that the proposed bylaw will be reviewed by Town Counsel prior to being placed on the 2017 Annual Town Meeting Warrant.  Morrissey will incorporate the revisions and provide the Board with an amended version.

The Board reviewed the draft Food Truck Prohibition Bylaw and made revisions.  This Bylaw will prohibit the operation of food trucks in Wellfleet with a few exceptions.

2017 Draft Planning Board Schedule

The Board reviewed the proposed meeting schedule and approved it as presented.  The schedule continued the practice of the Planning Board meeting on the first and third Wednesdays of the month.

Morrissey reminded the Board of the Local Comprehensive Plan Committee’s Community Event scheduled to take place on Saturday, 11-12-16.
