Minutes of Meeting on Wednesday, March 16, 2016

Council on Aging, 7:00 PM

Members Present: Gerald E. Parent, Chair, Andrew Freeman, Janet V. Morrissey, R. Dennis O’Connell, Alfred Pickard, Janet Reinhart

Members Absent:

Chair Parent opened the meeting at 7:03 PM.

Public Hearing for Revised Subdivision Rules & Regulations

Chair Parent opened the public hearing at 7:03 PM.

O’Connell presented a summary of the proposed revisions.  The Board reviewed the revised draft, posed clarifying questions in the process and made suggestions.

Morrissey moved to strike the lists of Native Plants and Invasive Species from the Appendix of the Subdivision Rules & Regulations; Pickard seconded; the motion passed 5-1.

Chair Parent closed the public hearing at 8:12 PM.  No members of the public participated.  The Board agreed to take a final look at revisions at the next meeting.

Lot Area Definition

O’Connell made a motion to change draft 2016 Warrant Article V-2 for ZBL Section 6.14.2 to read “the lot Lot Area” as indicated on memo from D. O’Connell dated 3-10-16; Pickard seconded; the motion carried 6-0. 

O’Connell will follow up with Town Administrator Terkanian to make the correction.

Wellfleet Vacant Lot Map/District Local Technical Assistance Discussion

Assistant Town Administrator Carlson presented the larger version of the Vacant Lot Map, produced by the Cape Cod Commission that had been requested by the Board at a previous meeting.  It will be available at Town Hall for perusal and comment.  It was noted that there are inaccuracies on the map that need to be addressed.

ATA Carlson reported that the Cape Cod Commission has agreed to fund the Wellfleet request for a DLTA grant to support Martha Hevenor’s work on Planning Board projects already in progress, i.e. the review of the Cluster Housing and Cottage Colony Zoning Bylaws.

Sign Bylaw Review

Morrissey presented the draft of the revised Sign Bylaw.  The Board reviewed the proposed revisions and made suggestions.  Discussion focused on sign size limits, the portion of signage available to each business on a site, and the fact that the Board cannot regulate content.

The discussion was tabled until after Annual Town Meeting.

Old King’s Hwy Community Housing Project

No update was available.

Building Inspector’s Report

There was nothing to report.

Food Truck Regulations Review

The Board of Selectmen held a public hearing on the Food Truck Regulations draft.  The hearing was continued until the next BOS meeting.

Warrant Article to Repeal Zoning Bylaw 6.30, Formula Business

The public hearing on the repeal of ZBL 6.30 is scheduled for April 6, 2016.

Review of 2016 Warrant Articles

The Board will allow for members not present during 2016 Warrant Article recommendation voting to cast a vote prior to Annual Town Meeting.  Planning Board recommendations can be amended on the floor at the ATM.

2015 ZBL Maps Update

O’Connell presented the updated draft of the Zoning Map that is to be located at the end of the updated Zoning Bylaws.  The Board agreed that it would be preferable to have a separate Central District map that would show streets and lot lines.  Other recommendations were made.  ATA Carlson will follow up with the Cape Cod Commission Geographic Information System team responsible for producing the maps.

O’Connell moved to accept the March 2, 2016, Planning Board Minutes as amended; Reinhart seconded; the motion passed 5-0-1.
