Wellfleet Planning Board

Minutes of Meeting on Wednesday, January 20, 2016

Council on Aging, 7:00 PM

Members Present: Gerald E. Parent, Chair, Andrew Freeman, Janet V. Morrissey, R. Dennis O’Connell, Janet Reinhart

Members Absent:   Alfred Pickard

Others Present: ATA Brian Carlson, Chet Lay of Slade Associates

Chair Parent opened the meeting at 7:00 PM.

Whereaway Lane Drainage Update

Chet Lay described for the Planning Board the improvements that have been made to the drainage system on Whereaway Lane.  

Lay also provided the Grant of Easements pertaining to ANR 15-05 for the Board to examine.  O’Connell asked whether the owner is a member of the Homeowners Association (HOA) for Whereaway Lane Extension.  Lay asked for a continuance in order to check.  He will return with an update at the next Planning Board meeting. 

Parent recommended that Lay resubmit an ANR application.  The previous ANR filed in 2015 was not signed due to the condition of the access road.  No extension had been requested at the time.

Subdivision Regulations Revisions

O’Connell presented his revisions of the Subdivision Regulations to the rest of the Board.  The Board reviewed the revisions and gave feedback, offering more revisions and corrections.  The changes will be incorporated, and the next draft will be presented at the Planning Board meeting on February 3rd.

Flood Plain and Lot Area Definition Discussion

O’Connell stated that no substantive changes were made to what already had been amended,

Old King’s Hwy Community Housing Project

Discussion centered on the ZBA’s hearing of the Habitat for Humanity 40B application for the Old King’s Hwy Community Housing Project. 

Nextel Restoration Bond Update

ATA Carlson summarized the communications between the Town and Nextel.  The bond in question pertained to Sprint’s equipment on the Nextel (Commonwealth Electric) Telecommunications Tower, not the tower structure itself.

Chair Parent expressed concern that the Planning Board is not receiving annual updates on the Certificate of Insurance for each bond that is carried.

The Board requested that ATA Carlson ask if the Town Clerk receives annual updates on Certificates of Insurance.  If not, the Board asked that he request such documents be sent to the Planning Board on an annual basis.

The Board also wants to ascertain whether Nextel (Commonwealth Electric) has a bond.  ATA Carlson will follow up.

Morrissey moved to accept the January 6, 2015, Planning Board minutes as amended; O’Connell seconded; the motion passed 4-0-1.

• Letter from Tim Brady of East Cape Engineering regarding Josem Way DSD 13-02.  A letter will be drafted in response.
