Minutes of Meeting on Wednesday, September 16, 2015

Council on Aging, 7:00 PM

Members Present: Andrew Freeman, Janet V. Morrissey, R. Dennis O’Connell, Alfred Pickard, Janet Reinhart

Members Absent: Gerald E. Parent, Chair, Eric Larsen

Others Present: Assistant Town Administrator/Planner Brian Carlson,

Vice-Chair Morrissey opened the meeting at 7:01 PM.

Senator Wolf’s Zoning Reform Legislation

The Board discussed the merits of the bill.  Vice-Chair Morrissey suggested that the Board discuss the bill again at a future meeting, and decide at that point whether to endorse it.  The Board would like to pursue finding a resource who could brief it on the legislation.  ATA Carlson will follow up.

Food Truck discussion continued

Vice-Chair Morrissey asked that the drafted memo to the Board of Selectmen be read and discussed.  This memo contains the Planning Board’s concerns regarding food truck regulations, and it will be sent to the BOS for their consideration.  Morrissey cautioned that the Planning Board and the BOS should coordinate efforts in this matter, in order to maintain consistency.  ATA Carlson will revise the draft and send it to all Board members for input prior to sending it to the BOS.  Freeman made the motion to have ATA send the revised memo to the BOS on the behalf of the Planning Board; Reinhart seconded; the motion passed 5-0.

The Board requested that ATA Carlson compile examples of definitions of the term “food truck” or “mobile food vendor” for the next meeting in order to focus the discussion on drafting a definition for the Zoning Bylaws Use Table.

Discussion moved to the merits of using districts vs. creating an overlay district. O’Connell suggested that determining the criteria for food truck operation should take precedence over designating districts for food truck use.  Vice Chair Morrissey pointed out that determining food truck regulation is not within the purview of the Planning Board.  The BOS is to set the regulations.

The Board agreed to begin drafting a definition, and to discuss accessory use, as was recommended by Town Counsel. 

Cape Cod Commission DLTA discussion continued

ATA Carlson informed the Board that he sent the set of questions drafted at the last Planning Board meeting to Planner Martha Hevenor of the Cape Cod Commission.  He is waiting for her response and will report back.

Pickard moved to approve the Planning Board Minutes of 9/2/15 as amended; Reinhart seconded; motion passed 4-0-1.

Correspondence

O’Connell read highlights of the Staff Report that was presented at the Cape Cod Commission Hearing on the Varsity Wireless Telecommunications Tower to be located in S. Wellfleet.
