Meeting Minutes

July 17, 2014, 7:00 pm

Wellfleet Senior Center

 

Attendees: Vern Jacob, Bruce Drucker, Manny Heyliger, Roger Putnam, Sharon Inger, and Don Palladino

Regrets:  William Nicholson, Mick Lynch, and Sibel Asantugrul

Chair Vern Jacob called the meeting to order at 7:00 pm.

  1. Amendment Elizabeth J. Mellor, 790 Ocean View Drive, Map 17, Parcel 4:  Request to amend Special Permit 13-30 to move structure(s) from edge of marine scarp (no new additions).   The Board consisted of Vern Jacob, Bruce Drucker, Manny Heyliger, Roger Putnam and Don Palladino.  Chet Lay stated the original Special Permit which was approved increased the size of the structure and increased the lot coverage.  The amendment is to move the dwelling as is, with no increase in the structure size or lot coverage.  Abutter Ed Simpson, stated Ms. Mellor received a letter from the National Seashore referring to the Certificate of Condemnation and she also didn’t require the addition.  The Board had no issues with the project.  Vern Jacob moved for Findings of Fact:

1)         This is an amendment to Special Permit 13-30 dated December 13, 2013.

2)         The amendment provides for moving the house as it exists and therefore   involves a smaller project than was approved in the December 13, 2013 Special Permit.

3)         The lot coverage will remain the same as there will be no increase in the size of the dwelling.

4)         The Board incorporates by reference as if fully set forth herein the December 13, 2013 findings of fact for Special Permit 13 – 30.

5)         The amendment will not be more substantially detrimental to the neighborhood than the existing non-conforming structure and the originally approved project.

Bruce Drucker moved the Findings of Fact; seconded by Don Palladino; passed 5-0.

Base on Findings of Fact, Bruce Drucker moved to approve the Amended Special Permit; seconded by Don Palladino; passed 5-0.

Vern Jacob read portions of an article in the Advocate from 1965 regarding the Truro Zoning Board.

Roger Putnam moved to approve the amended May 1, 2014, May 15, 2014, June 5, 2014 and June 19, 2014 meeting minutes; seconded by Bruce Drucker; passed 6-0.

Vern Jacob moved to adjourn at 6:20 pm; seconded by Bruce Drucker, passed 6-0.
