Meeting Minutes

August 2, 2018   7:00 pm

Attendees:  Roger Putnam, Manny Heyliger, Sharon Inger, Trevor Pontbriand, Reatha Ciotti, and Wil Sullivan

18-14  Paul Madel, 96 Samoset Ave., Map 28, Parcel 129:  Application for a Special Permit under WZB 6.1.5 and 8.4.2 to demolish existing structure which is located on and extends over common property line of parcel 88 and replace with a new, more conforming single family residential dwelling.  The Board consisted of Roger Putnam, Sharon Inger, Manny Heyliger, Wil Sullivan and Trevor Pontbriand.  Roger Putnam stated the property was not staked for the Board’s site visit.  Attorney Ben Zehnder represented the applicant and stated there are three individual lots, each with a dwelling on them.  The structure for this hearing encroaches the lot line by 3 feet.  The owners want to move the structure away from the lot line and are unable to move it out of the setbacks altogether due to buffer zones with resource issues.  The house will keep the same number of bedrooms and become a two-story dwelling.  Wil Sullivan stated the proposed house will be 1,700 square feet and questioned if this house could be built on a vacant lot,  Attorney Zehnder responded the lot is large enough but due to the wetland / resources, this would have to go before Conservation Commission.  Sharon Inger stated she is not happy with the deck going to a 2- foot setback.   Manny Heyliger agreed regarding the new setback for the decking.  Paul Madel stated he would like to keep the deck as designed but stated he will change it to what the Board wants.  Paul Madel stated he wanted to lower the pitch on the roof which will lower the ridge height.  He also would like dormers on the roof.  Roger Putnam feels the house could be placed on the lot without going into the setbacks and Attorney Zehnder stated there is only a 2’6” leeway, without having to go to Conservation Commission.  After Mr. Madel provided all the changes he would like to make in the design of the house, the Board requested a revised plan.  Manny Heyliger moved to continue to Sept. 6, 2018; seconded by Sharon Inger; passed 5-0.  

Business

Roger Putnam advised the Board the Town has $410.00 which needs to be returned to the Housing Partnership for the engineering fees for the 40B housing on Paine Hollow Road.  $5,000 was paid.  Manny Heyliger moved to transfer the $410; seconded by Trevor Pontbriand; passed 6-0.

The Town has neglected the duty of keeping updated records of the AADU projects.  Paperwork will be turned over to Joe Powers next week and Building Inspector, Justin Post, will work closely with him to make sure all properties are in compliance.

July 19, 2018   Sharon Inger moved to approve the amended July 19, 2018 meeting minutes; seconded by Manny Heyliger; passed 6-0.

Sharon Inger moved to adjourn at 7:45 pm; seconded by Trevor Pontbriand; passed 65-0.
