Meeting Minutes

Attendees:  Roger Putnam, Bruce Drucker, Sharon Inger, Mick Lynch, Reatha Ciotti, Don Palladino, and Trevor Pontbriand, Building Inspector Justin Post and Christine Bates, Committee Secretary

17-05  William Sulski, 10 Pine Avenue, Map 29, Parcel 413:  Application for a Special Permit under WZB 6.1.5.2(b) to place a shed within the setbacks.  The Board consisted of Roger Putnam, Mick Lynch, Sharon Inger, Trevor Pontbriand and Reatha Ciotti.  Chet Lay represented the applicant.  The Board made a site visit and Mick Lynch stated he went to the site visit by himself.  The ground drops sharply on the sides of the property and the septic is behind the house.  The shed will be 10 x 12 within the front setback.  Short Avenue is a paper road which would be close to the shed and there has been no construction on the road.  Trevor Pontbriand moved for Findings of Fact; seconded by Mick Lynch; passed 5-0.

  1.  This is an application for a Special Permit under WZB 6.1.5.2(b) to build a shed within the setbacks.
  2. The dwelling is a lawfully existing, pre-existing structure, having been built in 1961 according to the Assessor’s records.
  3. The placement of the shed on the corner of the lot and within the setbacks is made necessary by the topography of the lot.
  4. The top of coastal bank and the pre-existing septic system preclude alternative sites on the property.
  5. There will be an increase in lot coverage of 120 square feet.
  6. There will be an increase in lot coverage of 0.70% for a total of 7.68%.
  7. There will be no change in use.
  8. There will be no increase in use.
  9. There are no objections from abutters.
  10. The shed will not be more substantially detrimental to the neighborhood than the existing structure.

 Mick Lynch moved to approve the Findings of Fact; seconded by Sharon Inger; passed

5-0.  Mick Lynch moved to grant the Special Permit based on the Findings of Fact; seconded by Sharon Inger passed 5-0.

    

17-06  Thomas W. Janssen and Rachel Faith Cohen, 255 Old Wharf Road, Map 36, Parcel 167:  Application for a Special Permit under WZB 6.1.5 to construct a 12’ x 22’ addition within the setback.  The Board consisted of Roger Putnam, Mick Lynch, Sharon Inger, Don Palladino, Reatha Ciotti.  Mr. Janssen stated they want to add a bedroom and bathroom.  His wife has some medical issues and this addition will help her get around in the dwelling.  He stated there is a barrier of shrubs and pine trees along the property line which will lessen the impact of construction as well as view.  Mr. Janssen stated they want the privacy for his wife and they looked at other options for the location.  He stated he has a three-bedroom septic system.  Mr. Janssen stated he has spoken to some of his abutters and they do not object to the project.  The Board expressed concerns with creating a new non-conformity within the setback and requested Mr. Janssen to review his plan to determine if the addition could be placed within the setbacks.  Mr. Janssen requested a continuation to March 2, 2017.  Mick Lynch moved to continue the hearing to March 2, 2017; seconded by Sharon Inger; passed 5-0.

 Sharon Inger moved to approve the amended 02/01/17 meeting minutes; seconded by Mick Lynch, passed 6-0.

      

Roger Putnam moved to adjourn the meeting at 7:30 pm; seconded by Sharon Inger; passed 7-0.
