Attendees:  Chair Sharon Inger, Mick Lynch, Manny Heyliger, Al Mueller, Trevor Pontbriand, Jan Morrissey, Wil Sullivan, and Andy Freeman, and Christine Bates, Committee Secretary.

22-16 Fellows (Preservation of Affordable Housing), 95 Lawrence Road, Map 13, Parcel 2, Application for Comprehensive Permit under MGL 40B, S20/23.  Development of 46 Affordable Units consisting of a Lower Village building consisting of 22 one and two-bedroom flats, and an Upper Village with 24 one-, two-, and three-bedroom townhomes.  The Board consisted of Wil Sullivan, Mick Lynch, Manny Heyliger, Trevor Pontbriand and Sharon Inger. 

Chair Inger stated that due to the lateness of receiving materials one day before the hearing and not allowing the members to do a complete review of the materials, the hearing would have to be continued.  Jay Coburn apologized to the Board and stated that all materials will be produced and provided the Friday before each scheduled meeting.  He stated the developer will meet with the Police and Fire Chief on August 22, 2022. Paperwork was distributed to all the various Boards and Committees earlier in the year. 

Wil Sullivan stated he reviewed the traffic report and was concerned that the intersection of Gross Hill Road, Lawrence Road and Route 6 was not categorized as critical.  He needs to see further information.   

Mick Lynch moved to continue to August 25, 2022; seconded by Manny Heyliger.  VOTE:  Wil Sullivan aye; Mick Lynch aye; Manny Heyliger aye; Trevor Pontbriand aye; and Sharon Inger aye.  5-0.

Chair Inger stated that the Board cannot hear both the Traffic and Septic and Wastewater presentation on August 25 because we have other applications on the agenda.  She recommended Wastewater and Septic be heard on Sept. 8.  It was recommended they get in touch with the Health Agent because the Zoning Board requires approval from them for the waiver requests as well as all the other Departments in Town in writing.  Coastal Engineering is putting together the septic/wastewater plans and is working with the town who is designing the project. 

Chair Inger requested information be provided by August 19.   Manny Heyliger questioned if the parking will remain the same on Lawrence Road by the school.  The schedule was reviewed one more time. 

Business:

The meeting minutes will be reviewed at the August 25th meeting.

There will be a site visit on 8/10/22 for the new applications.
