Minutes of Meeting on Wednesday, August 13, 2014

Wellfleet Senior Center, 7:00 p.m.

 

 

Present: Gerald Parent, Chair; Andrew Freeman, Eric Larsen, Janet Morrissey, R. Dennis O’Connell, Alfred Pickard, Janet Reinhart

Chair Gerald Parent called the meeting to order at 7:00 p.m.

 

Minutes of 7/16/14

Alfred Pickard moved to approve the amended minutes of July 16, 2014.  Jan Morrissey seconded, and the motion carried 7-0.

 

Signatures for Registry

Planning Board signed the letters required for authentication with the Registry of Deeds and Land Court. 

 

Mail

Janet Reinhart noted the memo regarding the proposal for Map 29, Parcel 498. After all other boards and committees have commented on a transfer of this Town-owned property to the Housing Authority, the matter will come before Planning Board for a recommendation to the Board of Selectmen.

 

Home Occupation Bylaws

Town Administrator Harry Terkanian had submitted his comments on the July 16, 2014 draft amendments to the Home Occupation Bylaw.1   Planning Board members were not in favor of reinstating the list of allowed home occupations and professions, which Mr. Terkanian said he favored.  Board members considered his suggestions as they reviewed the draft, making changes they deemed suitable.

 

Freeman moved to allow 15 % coverage for outside storage specified in 6.22.3 clause #7 with exceptions for fishing, aquaculture and shellfishing equipment.   O’Connell seconded, and discussion followed.  The motion carried 7-0.

 

Service Trades Bylaws

Using the July 16, 2014 draft of the Service Trades Bylaws,2 the Board reviewed the suggested amendments.    Definitions for Service Trade Home Business and Service Trade Business were clarified.  Planning Board members made changes as needed as they examined the draft.   The definition for Individual Storage Unit was revised also.  The Board addressed signs in Home Occupation, Home Industry and Service Trades.

 

Signs

Town Administrator Harry Terkanian had sent a memo3 regarding oversized signs and how they are measured.  The Board discussed sign allowances for properties on Route 6.  They said the sign bylaw needs to be amended as soon as possible.  The issue of off-premise signs will also be studied at the next meeting.  

 

Storage Pods

Dennis O’Connell had submitted information sheets on storage pods, which will be an agenda topic for the next meeting. 

 

Agenda for Next Meeting

Agenda for the September 3, 2014 meeting will include: Signs on Rte. 6, Storage Pods, Home Industry & Service Trades, Individual Storage Unit Definition, and Future Concerns.

 

Representative for ATA Search Committee 

The Town Administrator had recommended nominating a representative from the Planning Board to participate in the Assistant Town Administrator/Planner Search Committee. 

 

Parent moved to nominate Andrew Freeman as representative. Reinhart seconded, and the motion carried 6-0.

Parent moved to adjourn. Reinhart seconded, and the motion carried 6-0.
