Open Space Committee  Jan 14, 2020    Wellfleet Town Hall  4pm

Guests: Denny O’Connell, WCT;  Beth Chapman, Friends of Herring River ; Dave Lavoie , Engineer, Felco Co.

Call to order: 4:03 pm

Minutes of Jan 17, 2019 meeting:  approved with correction.

Chair; Introduction of guests.

Standing Assignments

Property Management:  FS, BH.   List of Town owned vacant properties to be reviewed.  FS has inspected about half of the ConsCom protected properties.

Trail Guides:  LS.  There will be map changes on Box Turtle, Clover, and Drummer Cove Guides - pending.

Elementary School : BJ  Teachers and Admin enthusiastic about spring programs.

Liaison Reports

FHR :  Guest Beth Chapman reported that the first (of  27)  permitting requests, prepared in great detail, was recently sent to the Cape Cod Commission. A public meeting will be held in Feb. to discuss this further, date to be announced.  She noted that a large number of scientific articles have been published to date in peer review journals on various aspects of the Herring River restoration project. More public education meetings are being schedules for the next several months.

WCT:  BH, DO .   Purchase of Pyles property unlikely at this point.  There will be a Celebration of the 50th anniversary of Earth Day  at Pres. Hall  in April with music, speakers, food. 

CPC :  BJ   Grant requests to be reviewed.

NRAB : TS   As part of Harbor Management Plan considering redoing the 1972 Curly report on Marine Resources  in Wellfleet Harbor( original report on NRAB website…Town boards)

Old Business

Warrant Articles have been submitted:  Map 35:  201, 209, 210 and Map 20:  11,12,16

New Business

Request by Housing Authority to purchase Map 14. lot 119 to build a single affordable housing home. Dave Lavoie of Felco Engineering presented new plans for the site updated from last year when OSC voted against the proposal. After a lengthy discussion, questions remain and no one from HA was able to attend this meeting. OSC remains “undecided” until we can get more information, particularly regarding the proximity to the marsh if Mayo Creek restoration goes ahead.
