Meeting Minutes 6/21/17

Mayo Creek Restoration Committee

Present: John Riehl, John Portnoy, Jake Puffer, Walter Baron, Pat Winslow

8:30 AM

-John Riehl stated that there has been no answer about the hydrology proposal to Mass

Environmental Trust.

-John Riehl stated that he met with the Board of Selectmen and they approved a one year

extension of the Mayo Creek Committee.

-Discussion of reviewing list of abutters water source. (well / town water)

-Possibility of comparable wells in town with similar geographic locations.

-John Portnoy indicated that Larry Martin did a report about sites in Wellfleet with

comparable situations

-Discussion of an estimated project cost to be presented to the Board of Selectmen next year.

Possible funding sources- Costal Zone Management , Mass Bays Program.

-John Riehl indicated that funding sources for mayo creek could be different if it is considered a

regulatory project instead of an environmental project

-Liz Stanfell asked about how the herring river restoration might impact the project and the 208

process.

-Motion to approve minutes from 5/9/17 John Portnoy, Second Walter Baron, Pass 4-0

-Motion to approve minutes from 5/16/17 with amendment Walter Baron, Second John Portnoy, pass

-Shepard Johnson - expresses need for more data information

-Dave Bennett, HVCC consultant

-indicated he will submit questions in writing.

-Commented on the conditions at HVCC,

-Bennett believes that both the septic system and drinking water supply are within the

restoration area.

-It was decided by HVCC that the cost of connecting to town water was too high.

-Physical testing shows a tidal influence/ stated that fig.16 from the Woods Hole Group

shows that the restoration will approach within 150ft of HVCC supply well.

-Unsure if there are comparable wells to that of HVCC

-wants sampling at HVCC during any pilot study

-Salt water influence is already present in the supply well

-explain why no increase in mean high water when it increases salt marsh

-John Portnoy stated that the report from Woods Hole Group shows mean high water will increase

and that the goal is for mean tide level to remain as it exists.

-John Riehl commented on the desire to do studies that show the means of salt water intrusion.

Whether the fresh water lense is changing from the bottom as well as the top

-John Portnoy asked Bennett if he is observing a tidal influence currently at the HVCC well.

-Bennett replied yes

-John Portnoy asked if the observed salinity changes were seasonal or tidal?

-Bennett replied that the were tidal

-John Portnoy asked if pump test results from the installation of HVCC water system were available.

-Bennett indicated all the records are available through the town

-John Riehl asked if it was possible to tour the facilities at HVCC

-Maria Hollis - stated that Bennett should not have to provide documents on their dollar. She

indicated that it was ok to tour the facilities at HVCC

-Walter Baron asked Bennett how they could tell the difference between the effect of Wellfleet Harbor

vs. that of Mayo Creek

-Bennett responded stating that they preform tests and check water levels.

John Riehl- stated that the lack of communication may have led to different views of what was

happening between HVCC and the Mayo Creek Restoration Committee

Bennett- Water supply well available to be toured

-Shepard Johnson - no pilot study is appropriate until information gaps are filled.

-Bennett states that the Horsley Whitten proposal hasn’t indicated that there is physical testing on the

property. HVCC wants physical testing

-John Riehl - commented on the function of the Mayo Creek Committee, as a technical committee to

provide a report to the Board of Selectmen. The Town will then have to decide how to move forward.
