Chair Carlson called the meeting to order at 2:33 PM.

Public Comments

No members of the general public were present.

Approval of Minutes

Thomas made the motion to approve the Local Comprehensive Plan Committee (LCPC) Minutes of May 5, 2016 as amended; Wilson seconded; the motion passed 7-0.

Lesniak arrived after the vote.

Continued discussion and Review of the Community Survey results.

The Committee adjusted the topic assignments to suit the needs and interests of the individual members.  Morrissey asked for clarification on the process going forward.  Chair Carlson described his vision for the process and asked for input.  He stated that first it would be an internal review within the Committee, then the process would be expanded to incorporate departments, boards and committees with responsibilities for each section.  At some point the Committee would need to refine its goals and objectives, before or after it is brought to the public.  Thomas pointed out that certain departments have limited time in the next coming months as it is their busy season and will not be able to participate in working groups. 

The suggestion was made to focus on data collection during the summer to afford summer visitors/residents the opportunity to participate in the survey.  Sorting the results by date will allow for a comparison between the summer visitors and the resident population who has already completed the survey.

Chair Carlson explained that TA Terkanian has developed a computer program that was able to sort the open comment survey results by topic.  That summary will be sent to committee members.

It was suggested to produce a second survey in September with more in-depth questions that follow up on the questions in the current survey.

Questions about transportation arose.  Would a boat shuttle service from Wellfleet to points beyond be of interest?  How can the wharf be made more accommodating for visitors?  Dredging is key.  Parking is a large issue that needs to be addressed. 

Affordable Housing and Age-Friendly Communities were briefly discussed.

“Sustainable Wellfleet,”  “Age-Friendly Community,” and “Welcoming Harbor” are three over-arching themes identified as new categories for discussion.

McIlroy recommended that once the revised plan has been completed it needs to be communicated to the boards and committees with tasks or responsibilities that those tasks be addressed in a timely manner.  Morrissey suggested partitioning the LCP and sending the respective sections to the committees of primary responsibility for their feedback and set a deadline in September after Labor Day. 

Chair Carlson suggested an event for the fall that would be a facilitated community meeting.

Set tentative dates for public presentations and additional outreach.

Janet Lesniak agreed to inquire about the availability of a facilitator for the fall event.  The tentative dates are  Saturday, September 17 or 24, 2016.

New Member Recruitment

The Committee discussed ways to accommodate Mary Beth Rodman to get her valuable viewpoint.

The next LCPC meeting is July 14, 2016, in the Town Hall 2nd floor Conference Room at 2:30 PM.
