Wellfleet Historical Commission

Public Meeting

Wellfleet Senior Center , 715 Old Kings Highway, Wellfleet, MA 02667

Wednesday, August 3, 2016 – 5:00PM

Present: Maria Burks (co-chair),Lydia Vivante (co-chair) , Thomas Siggia,

Nicholas Watkins, Jeff Tash, Dan Ranalli

Public: Jon Idman, Ben Zehnder, George Reilly, Eric Martinson, Justin Reichers

L. Vivante called the meeting to order at 5:00PM.

Change in site proposal for 3 West Main Street – George Reilly/HMD Architects LLC

Members were asked to visit site. Plans were approved at last meeting.

Due to cost, owners decided to remove 2nd floor, which allow building to be moved forward.

This eliminated some parking concerns and spaces.

M. Burks made motion to approve project as presented, D. Ranalli 2nd, all in favor 6-0.

159 Holbrook Avenue – Solar Installation, Carolyn Viles/Blue Selenieum for Eric

Martinson

Members were asked to visit site. J. Reichers presented solar plans which include 19 panels.

Some panels will be on flat roof and not visible.

J. Tash made motion to approve project as presented, M. Burks 2nd, all in favor 6-0

185 Briar Lane – Proposed changes to garage and residence, Robert Fitzgerald.

Members were asked to visit site. R. Fitzgerald presented planned changes to mechanic's

garage: addition on roof structure to accommodate hydraulic lift.

D. Ranalli made motion to approve project as presented, J.Tash 2nd, all in favor 6-0.

Discuss Truro Historical Commission/Historical Review Board's helpful historic

preservation materials.

As stated in last meeting minutes, M. Burks was to sit in on one of the Truro HC meeting.

They were well represented on their commission.

She stated they are pro-active on historical sites. They send a letter, introducing the

commission, state the historic options associated with their properties and begin a dialog

if owners require.

M. Burks suggested both a letter and workshop. Being pro-active with owners and real estate

personal plus giving them the opportunity for an open forum.

L. Vivante suggested a review of letter draft and workshop at next meeting.

350 Pamet Point Road Update , this property is under Wellfleet one year demolition

delay (as of October 26,2015)

A.) Pamet Point Road National Register of Historic Places listing draft

B.) Cape Cod Commission Limited Discretionary Referral Update

C.) Most Endangered House Proposal

L. Vivante asked Jon Idman of the Cape Cod Commission to discuss the clarification on

Limited Discretionary Referrals. He apologized, citing a 1994 memo that stated a singlefamily

home cannot be referred to the Cape Cod Commission for Development of

Regional Impact (DRI) review. Therefore, due to the fact that 350 Pamet Point Road was

not listed on the National Register of Historic Places and is not formally registered as

eligible for listing, it cannot be referred under the discretionary referral option.

L. Vivante stated we had not heard back from the Mass Historical Commission on our letter

of interest on the eligibility of the Pamet Point Road area as an historic district but had

received from MHC an inquiry for further information that was encouraging.

M. Burks discussed the Massachusetts Most Endangered Historic Resource Program

proposal. As discussed at the last meeting the commission is considering sending an

application in to the program in an attempt to get some help from the organization. She

had sent out reading material for the commission to review.

During the discussion, B. Zehnder made a comment that all home owners should be

made aware of what the commission is doing. The commission agreed and M. Burks

specified that the application asks if the property owner has been notified.

L.Vivante made motion to prepare application which required a lot of work, M. Burks 2nd,

the vote was 2 for and 4 against. Will not pursue.

Form B's were discussed. Still have $1800 in budget, which is enough for 6 more forms.

M. Burks will reach out to Eric Dray, Preservation Consultant, to suggest Briar Lane, Pearl

Restaurant and Ryder CT. as possibilities. She will ask for his reaction and any other

suggestions.

Secretary's Report

L. Vivante made motion to approve minutes as read, M. Burks 2nd, all in favor 5-0

Treasurer's Report

$427.36 in budget.

CPC Update – No meeting in summer months

T.Siggia will check timing on the next CPC meeting. Will report back on when the 2017 budget

has to be submitted. The commission will be submitting another request for funds to update

more Form B's. September 28th is next meeting. Tom will brief the CPC team on our request.

November 15th is date the budget by HC needs to be submitted.
