Minutes of Meeting of March 26, 2014

Senior Center, 7:00 p.m.

 

 

Present: Stephen Polowczyk, Chair; Sam Bradford, Janet Loewenstein, Thomas Reinhart, Sylvia Smith, Liz Sorrell, Robert Wallace, Ira Wood

Chair Stephen Polowczyk called the meeting to order at 7:00 p.m.

 

Minutes of 2/27/14

Wood moved to approve the minutes of February 27, 2014.  Smith seconded and the motion carried 5-0.

 

Transfer

Chief Ronald Fisette explained the transfer request1 for repair of a damaged cruiser from which the collision insurance had been dropped by a former Town Administrator.

 

Loewenstein moved to approve the transfer #14-04 of $4,000 for repair of the police cruiser.  Smith seconded, and the motion carried 8-0.

 

Capital Budget

Town Administrator Harry Terkanian explained changes in the Capital Budget.  FinCom discussed the Shellfish cultch barge line with Harry Terkanian.  FinCom suggested having an audit of the Shellfish Department.  The Shellfish Constable may meet with the Finance Committee prior to Town Meeting. 

 

Reinhart moved to not recommend the cultch barge line of the Capital Budget.  Wood seconded, and the motion carried 8-0. 

 

Sorrell moved to approve the IT line recommended by the Town Administrator.  Loewenstein seconded, and the motion carried 8-0. 

 

Bradford moved to approve the Shellfish Capital Budget for $30,000 with the cultch budget and outboard motor lines removed.  Loewenstein seconded, and the motion carried 8-0.

 

Loewenstein moved to approve the Police Capital Budget for FY15.  Smith seconded, and the motion carried 8-0.

 

Bradford moved to approve the Fire Department Budget for FY15.  Smith seconded, and the motion carried 8-0.

 

Smith moved to approve the DPW Buildings Capital Budget for FY15.  Sorrell seconded, and the motion carried 8-0.

 

Bradford moved to approve the DPW Equipment Capital Budget.  Smith seconded, and the motion carried 8-0.

 

Bradford moved to approve the DPW Projects Capital Budget. Loewenstein seconded, and the motion carried 8-0.

 

Sorrell moved to approve the Recreation Capital Budget. Bradford seconded, and the motion carried 8-0.

 

Sorrell moved to approve the Education Department Capital Budget.  Smith seconded, and the motion carried 8-0.

 

Loewenstein moved to approve the Capital Improvement Requests for Fiscal Year 2015 in the amount of $2,247,512 plus debt service   Sorrell seconded, and the motion carried 8-0. 

 

Warrant Recommendations

Article A- Operating Budget 

FinCom needed to approve the School Budget line in the Operating Budget.  The Wellfleet share of the School Budget had gone down. 

 

Sorrell moved to approve the School line for Nauset Regional     Smith seconded, and the motion carried 8-0.

 

Sorrell moved to approve the School line for Cape Cod Technical School.     Smith seconded, and the motion carried 8-0.

 

Loewenstein moved to approve the Clerk/Treasurer line as revised.  Smith seconded, and the motion carried 8-0.

 

Sorrell moved to approve the Operating Budget of $15,230,157.  Smith seconded, and the motion carried 8-0. 

 

Article B — Transfers

Article B recommendation is reserved for Town Meeting.

 

Article BC —Tech School

Harry Terkanian explained how voting by Cape towns works for this fund.   Smith moved to not recommend Article BC but withdrew her motion.

 

Sorrell moved to recommend Article BC.   Reinhart seconded, and the motion carried 8-0.

 

Article BD — Permanent Firefighters Wages

Loewenstein moved to approve Article BD for Permanent Firefighters Wages.     Sorrell seconded, and the motion carried 8-0.

 

Article BE & BE ½ — Police Officers Union

Loewenstein moved to approve Articles BE and BE1/2 for the Police Officers Union.      Wallace seconded, and the motion carried 8-0.

 

Article BF — Communications Union July 1, 2011 – 2013

Article BG — Communications Union beginning July 1, 2013

Wood moved to approve Articles BF and BG.   Reinhart seconded, and the motion carried 8-0.

 

BAC  — Teamsters

Recommendation is reserved for Town Meeting. 

 

Article BI —  Other Post Employment Benefits Liability Trust Fund

FinCom discussed how the Other Post Employment Benefits Liability Trust Fund is planned. 

Smith moved to not recommend.  Bradford seconded, and the motion carried 5-3.

 

Article BU — Paving Town parking lots at S.W. General Store and former WHAT

Wood moved to recommend.    Smith seconded, and the motion carried 8-0.

 

Article BX—  Nauset Middle School Roof

Wood moved to recommend Article BX.   Sorrell seconded, and the motion carried 8-0.

 

Article BY — Studies for Whitecrest Beach & Laurence Rd. Parking Areas

Loewenstein moved to recommend Article BY.   Wood seconded, and the motion carried 8-0.

 

Article BZ — Main St.-Route 6 Intersection

Bradford moved to recommend Article BZ.     Sorrell seconded, and the motion carried 8-0.

 

Articles  — BZ-1 Police Station, BZ-2  DPW Equipment & BZ-3 Tennis Courts

Wood moved to approve BZ-1, BZ-2 and BZ-3.   Sorrell seconded, and the motion carried 8-0.

 

Article HB —  Parking Ticket Fees

Wood moved to approve Article HB.  Sorrell seconded.  The motion carried 8-0.

 

Liaison Reports

There was a discussion of plowing protocols and the use of outside contractors. 

 

Renewals for FinCom

Chair Stephen Polowczyk advised members whose terms are about to expire to submit their application papers2 to Town Moderator Dan Silverman.

 

Borrowing

Harry Terkanian had sent by email informative memos3 on borrowing that he asked FinCom members to read. 

 

Agenda for Next Meeting

The agenda for the April 23, 2014 meeting will include:  Shellfish Budget, Warrant Recommendations, and Liaison Reports.

Wood moved to adjourn. Smith seconded, and the motion carried 8-0.
