Minutes of Meeting of March 16, 2015

Senior Center, 7:00 PM

Present: Stephen Polowczyk, Chair, Janet Loewenstein, Linda Pellegrino, Sylvia Smith, Liz Sorrell, Robert Wallace, Ira Wood

Absent: Sam Bradford, Thomas Reinhart

Chair Stephen Polowczyk called the meeting to order at 7:00 p.m.

BWC Job Descriptions

Chair Polowczyk started the meeting by continuing the discussion on the new BWC positions, clerk and manager.  He distributed job descriptions and contracts for the two positions and White Water, the system operator.  Russ from White Water was willing to attend, but Chair Polowczyk deemed it unnecessary at this point.  He made a recommendation to reconfigure to the pay structure of the Municipal Water System by raising the rates of those who have hooked up to the system. 

TA Terkanian reminded the Committee that the contract with White Water does not cover the part of operations that are done by the clerk and the manager.  According to TA Terkanian there is no overlap in duties, and raising the rates on the water system customers will not allow the system to grow.

The Committee and two Water Commissioners, Chair Justina Carlson and Jim Hood discussed Polowczyk’s suggestions and its impact on the water system.

Going forward, it was recommended that the BWC and Finance Committee work more closely in order to improve the BWC budgeting process.

Chair Polowczyk made a motion to recommend a zero budget for the Municipal Water System.  There was no second.

Nauset Regional

Sorrell moved to recommend the Operating Budget for the Nauset Regional High School. Loewenstein seconded, and the motion passed 7-0.

Wood moved to recommend the Capital Assessment for Nauset Regional.  Loewenstein seconded, and the motion carried 7-0.

Minutes

Wood moved to approve the minutes of.  Pelligrino seconded, and the motion carried 6-0-1.

Warrant Recommendations

ARTICLE 1 Operating Budget

Loewenstein moved to recommend Article 1 for the Operating Budget.  Sorrell seconded, and the motion carried 7-0

ARTICLE 2 Transfers

Finance Committee reserved recommendation of Article 2 until the meeting immediately before Town Meeting on April 27, 2015.

ARTICLE 3 Capital Budget: 

Wood moved to recommend Article 3 for the Capital Budget.  Loewenstein seconded, and the motion carried 7-0.

ARTICLE 4 Marina Enterprise Budget

Finance Committee recommended the Marina Enterprise Budget at the previous meeting.

ARTICLE 5 Water Enterprise Fund Budget

Water Commissioners Jim Hood and Justina Carlson were present to discuss the Water Enterprise Fund.  Smith moved to recommend Article 3 for the Water Enterprise Fund Budget.  Loewenstein seconded, and the motion carried 6-1.

ARTICLES 6-9

Articles 6 through 8 for union wages and Article 9 for non-union wages have not yet been settled.

ARTICLE 10 Police Position

Loewenstein moved to recommend Article 10 for $60,000 for funding of one new police officer position.  Wood seconded, and the motion carried 7-0.

ARTICLE 11 Roads DPW

Wood moved to recommend Article 11 for road repair subject to reimbursement   Loewenstein seconded, and the motion carried 7-0.

ARTICLE 12 OPEB (Other Post Employment Benefits)

Loenwenstein moved to recommend the TA’s recommendation to Article 12 to change the sum of $250,000 to $200,000 for OPEB appropriations.  Pelligrino seconded, and the motion carried 7-0.

ARTICLE 13 Stabilization Fund

Reserved to town meeting.  (Might be pulled.)

ARTICLE 14 Marina Enterprise Transfer

Sorrell moved to recommend Article 14 for the sum of $10,000 for the Marina Enterprise Stabilization Fund.  Loewenstein seconded, and the motion carried 7-0.

ARTICLE 15 Preschool Voucher Program

Sorrell moved to recommend Article 15 for $100,000 for a preschool voucher program.    Pelligrino seconded, and the motion carried 5-2.

ARTICLE 16 Eversource Utility Pole

Wood moved to recommend Article 16 for a sum of $5,000 for reserving power on the Eversource utility pole next to the Transfer Station.     Wallace seconded, and the motion carried 7-0.

ARTICLE 17 CPA Percentages

Loewenstein moved to approve Article 17 for Annual CPA Percentages for Fiscal Year 2016   Smith seconded, and the motion carried 7-0.

ARTICLE 18 CPC Buy Down Program Housing

Wood moved to recommend Article 18 for the sum of $270,000 for the Housing Now “Buy Down” program.    Loewenstein seconded, and the motion carried 7-0.

ARTICLE 19 CPC Historic Form B           

Wood moved to recommend Article 19 for a sum of $5,000 to begin updating Historic Form B inventories     Smith seconded, and the motion carried 7-0.

ARTICLE 20 CPC Habitat 3 Community Homes

Loenstein moved to recommend Article 20 for  a sum of $225,000 to contribute to the construction of three affordable single-family homes by Habitat for Humanity of Cape Cod.   Pelligrino seconded, and the motion carried 7-0.

ARTICLE 21 CPC Masonic Lodge

Loewenstein moved to recommend Article 21 for the sum of $100,000 towards Phase 1 rehabilitation of Adams Masonic Lodge.     Sorrell seconded, and the motion carried 7-0.

ARTICLE 22 CPC 262 Main St. Historic Society

Loewenstein moved to recommend Article 22 for a sum of $179,000 towards the purchase of the mid-section of 262 Main Street by the Wellfleet Historical Society.   Pelligrino seconded, and the motion carried 7-0.

ARTICLE 23 CPC Drummer Cove Trail Link Lot

Wood moved to not recommend Article 23 for the sum of $171,000 towards the purchase of the Drummer Cove Trail Link lot (Map 29, Parcel 372).  Loewenstein seconded, and the motion carried 7-0.

ARTICLE 25 Rte. 6 Main St. Intersection

Loewenstein moved to recommend Article 25 for   the sum of $67,000 for a study, plans and designs permitting and preparation of construction at the Route 6 and Main Street intersection.   Smith seconded, and the motion carried 7-0.

ARTICLE 26 Sonar Imagery

Loenwenstein moved to recommend Article 26.  Pelligrino seconded, and the motion carried 6-0-1.

ARTICLE 27 Dredging of Harbor (Borrowing)

Sorrell moved to recommend Article 27.  Loenwenstein seconded, and the motion carried 7-0.

ARTICLE 28 Transfer Station Gate House

Loenwenstein moved to recommend Article 28 for $140,000 for improvements to the Transfer Station gate house.   Pelligrino seconded, and the motion carried 7-0.

ARTICLE 28a Repaving of Mayo Beach Parking Area

Loenwenstein moved to recommend Article 28a for the repaving of Mayo Beach Parking Area.  Sorrell seconded and the motion carried 7-0.

ARTICLE 29 Replacement Fire Department Engine 94

Loenwenstein moved to recommend Article 29 for $570,000 for replacement of Fire Department Engine 94.    Sorrell seconded, and the motion carried 7-0.

ARTICLE 30  Design & Construction Drawings for Police Station

Sorrell moved to recommend Article 30 for  $540,000 for design and construction drawings for renovations to the Police Station.    Loenwenstein seconded, and the motion carried 7-0.

ARTICLE 34 Disposal of Property

Loenwenstein moved to recommend Article 34 for the disposal of Town property as listed by the Town Clerk.  Smith seconded, and the motion carried 7-0.

ARTICLE 36 Use all means for Collecting Taxes

Loenwenstein moved to recommend Article 36 for the use of all means necessary for collecting taxes.  Sorrell seconded, and the motion carried 7-0.

ARTICLE 37 Assuming Liability for DEP Work on Waterways

Wallace moved to recommend Article 37 for the Town to assume liability for DEP work on tidal and non-tidal waterways in Wellfleet.  Pelligrino seconded, and the motion carried 7-0.

ARTICLE 38 Local Contributions to Regional Schools

Sorrell moved to recommend Article 38 to reallocate the sum of the Town’s required contributions to the regional schools on a per pupil basis.  Loenwenstein seconded, and the motion carried 7-0.

ARTICLE 46 Disposition of Paine Hollow Rd. Property

Smith moved to not recommend Article 46 for the disposition of property on Paine Hollow Rd.     Sorrell seconded, and the motion carried 6-0.  Wallace recused himself as an abutter.

ARTICLE 47 Disposition of Town Property Pleasant Pt.

Loenwenstein moved to recommend Article 47 for disposition of Town property at Pleasant Point.   Sorrell seconded, and the motion carried 7-0.

ARTICLE 50 Room Occupancy Tax

Wood moved to recommend Article 50 for the Room Occupancy Tax.      Loenwenstein seconded, and the motion carried 5-2.

Agenda for Next Meeting

Agenda for the next meeting to be held immediately before Town Meeting will include: transfers, union and non-union negotiations and other undecided articles.  The meeting will take place at 6 p.m. in the Elementary School Library.

Adjournment

The meeting was adjourned by consensus at 9:10 p.m.
