Wellfleet Finance Committee

November 28, 2018 7:00PM

Wellfleet Senior Center, 715 Old Kings Hwy

Present: Chair, Janet Loewenstein; Ira Wood, Kathy Granlund, Linda Pellegrino, Robert Wallace, Jeff Tash, Fred Magee

Absent: Stephen Polowczyk

Others Present: Town Administrator, Dan Hoort;

Chair Loewenstein called the meeting to order at 7:00 P.M.

Minutes

Woods moved, Pellegrino 2nd, to approve the minutes of August 29, 2018 as presented. Motion carried 5-0

(Note: Wallace, Tash arrived after the minutes had been voted on)

 

Taping of Finance Committee meetings

The Committee discussed having their meetings taped to inform the public of their discussions.  It would be good for the public to hear discussions.  Committee discussed whether to tape all meetings or only when important issues are on the agenda.  Committee will ask Wellfleet TV to come in and demonstrate how equipment set-up would work.

 

ATM Warrant Article Preview

Hoort mentioned the only new proposed article was the distribution of potential new revenues.  The Committee briefly discussed how and why we would allocate new funds.

 

Hoort informed the Committee that the dredging of the Harbor was not included in the FY 2019 Army Corp of Engineers work plan funding.  The Committee discussed the potential need to begin putting funds aside for the Town to dredge the Harbor.

 

Strategic Planning

Magee updated the Committee and reminded the Committee that it is a future document, it’s not exact.  We should also include potential future revenues and how we might apply those receipts.

 

The Strategic Plan needs to include a realistic narrative on dredging.

 

Hoort gave an update on the status of 3 Kendrick Avenue and the old Shellfish Shack.  The potential purchase of 3 Kendrick Avenue is expected to come back to voters at the April 2019 Annual Town Meeting.

 

Liaison Reports

Magee mentioned that the School may be looking at a fire suppression system for the building.  It could cost as much as $750k or more.  He also mentioned that the Nauset Regional School District is moving forward with the high school renovation project.

Wallace spoke of the Shellfish Department increasing the number of hours for the part-time seasonal person to make it a full-time seasonal position.  He suggested the Department raise revenues to cover the costs.

 

The Committee discussed whether to ask the Selectboard to present their plans for 3 Kendrick Avenue and the Shellfish Shack to the Finance Committee.

 

Tash moved, Magee 2nd, to send a memo to request the Selectboard or a representative present their plan to the Finance Committee. Motion carried 7-0

 

Next Meeting

Next regularly scheduled meeting will be December 19th.
