Wellfleet Finance Committee

Present: Chair, Janet Loewenstein; Stephen Polowczyk; Vice Chair Fred Magee, Kathy Granlund; Linda Pellegrino; Bob Wallace

Chair called the meeting to order at 7:05 PM

Discussion with CPC Representatives-Community Preservation Committee (CPC) representatives were present to review the 2018 Community Preservation Act (CPA) Applications.

 

  • Article 14 has $383,000.00  in discretionary funds that can be awarded to be placed in the 2019 Budgeted Reserve,

 

  • Article 15 (CPA) Application 18-02) has combined revenues of $100, 000 for the Affordable Housing Trust Fund,

 

  • Article 16-(CPA Application 18-01) This will provide applicants with assistance with a down payment, home repairs, and closing costs. Granlund asked if this is a grant, and if there is a deed restriction. Sorkin responded that it would be more like a loan rather than a grant,

 

  • Article 17 (CPA Application 18-03) is This will build two Habitat for Humanity homes at 2082 Route 6. The Article was approved in 2014 and will need the previous authorization to be rescinded. This will help build two homes, as well as a subdivision that would include the pre-existing home.

 

  • Article 19 (CPA Application 18-04) Should taxpayer money be used to support regional community housing. The complex will be located in Eastham, and with no geographic restrictions for Affordable and Workforce housing.

 

  • Article 20 (CPA Application18-07) Community Development Partnership is doing a lot of Affordable Housing. The Community Preservation Fund estimated annual revenues in the amount of $7000.00 will be for the Community Development Partnership’s sponsored Cape Housing Institute,

 

  • Article 21 (CPA Application18-05) Preservation Hall originally requested $275, 000 for additional reservations and $39, 000.00 was approved by the Community Preservation Committee.

 

  • Article 22 (CPA Application 18-06) This will support the continuance of the Wellfleet Historical Plan.

 

The Committee members thanked the CPC for their presentation.

 

Budget Discussion:

 

Education:

Hoort reported that the Elementary School and Cape Cod Technical High School’s budgets are are final, but Nauset has not been.

 

Elementary School Polowczyk moved to approve, and the motion carried, 6-0.

CC Technical High School District: Moved to approve be approved, as $268, 000, 000.00 by Polowczyk. Seconded by Granlund, and the motion carried, 6-0

 

Public Works:

Move to approve by Polowczyk. Seconded by Pellegrino, and the motion carried, 6-0.

 

Human services:

Moved to approve for $658,705.00 by for Polowczyk. Seconded by Pellegrino, and the motion carried, 6-0.

 

Culture and Recreation:

Library: Moved to approve $459, 396.00 by Polowczyk. Seconded by Granlund, and the motion carried, 6-0.

 

Recreation:

Hoort said he will need more time to review the Recreation Budget, and doesn’t think he can do anything in this budget cycle.

Recommendation to reduce the budget by $302, 106.00 by Polowczyk

Wallace seconded, and the motion carried, 6-0.

 

Community Services

Moved to approve by Polowczyk. Seconded by Pellegrino, and the motion carried, 6-0.

 

Historical Commission

Moved to approve by Polowczyk. Seconded by Granlund, and the motion carried, 6-0.

 

Holiday Celebrations

Moved to approve by Polowczyk. Seconded by Magee, and the motion carried, 6-0.

 

Beach Programs

Moved to approve by Polowczyk. Seconded by Granlund, and the motion carried, 6-0.
