Response to Wellfleet Harbor Watershed Draft (Jan 2017)
A memorandum was drafted and reviewed by the board.

There is a request to have a meeting with CC Commission after receipt of this memo.
Richard Wulsin emailed response to drafted memo:
- As I understand it, the big unknowns are (a) the current condition of the harbor and (b) how much mitigation is required. The Watershed report uses outdated data, ignores mitigation efforts undertaken or planned, and arrives at a mitigation requirement through a black box. On the other hand, we have mitigation efforts underway that will surpass the requirements set forth in the report.
- I think we should consider stating that, notwithstanding our concerns, we think we will surpass the mitigation required in the report and are willing to accept that recommendation even though we have serious concerns about the data and assumptions in the report that lead to that recommendation. Essentially trying to reserve our right to question the underlying facts and assumptions if they are used at a later date to justify additional mitigation efforts.
- I would think that any future reports would be based on the observable trend in the harbor. If it gets dirtier, then greater measures are required. If it gets cleaner, then the existing measures may be sufficient.
