Chair Gary Sorkin called the virtual meeting to order at 1:00 p.m.

Minutes of 7/7/2021

Jan Plaue moved to approve the minutes of July 7, 2021.  Mike Fisher seconded, and the motion carried 9-0.

Applications for Special Town Meeting

  #21-09 Wellfleet Elementary School Playground 

Lisa Holmes, representative from the Elementary School Playground Committee, presented their application for $370,000 for construction of a new outdoor playground.  She said the playground inspector had made a plan for demolition, but an injury prompted an early demolition of the entire playground.  Reconstruction costs are on the Capital Improvement Plan but have placed out by three years to Fiscal Year 2024.  Lisa Holmes said the Playground Committee would continue to fund raise.  CPC members expressed favorable opinion for the project but had many suggestions and concerns about presenting a detailed budget, the design plan, the bidding process and having everything ready to present to the Selectboard in preparation for Special Town Meeting.  Other possibilities CPC and the Playground Committee will explore include shaping the grant as a loan until Capital Improvement money is approved or applying for the grant in phases.  The Playground Committee is interested in construction with community involvement like Orleans Elementary School and Truro’s Puma Park. Ms. Holmes said she will report everything to the Playground Committee at their August meeting and come back with more information for the September15, 2021 CPC meeting. 

 #21-08 Wellfleet Housing Authority Buy Down Program

Gary Sorkin presented the request from the Wellfleet Housing Authority and the Wellfleet Local Housing Partnership for $210,000 for the Wellfleet Affordable Housing Buy Down Program.  He discussed the seven successful buy downs that have been done though the program.  Because of the increased prices in the housing market, the request was higher than past grants.

Michael Fisher moved to approve Application #21-08 for $210,000 for the Wellfleet Affordable Buy Down Program.  David Mead-Fox seconded, and the motion carried 9-0.

CPC still needs to have an accurate and sufficient fund balance to move forward with these applications.

Agreement Extension and Reassignment of Budget for Historical Plan 2018

Jim McAuliffe requested an extension until December 31, 2021 for the 2018 grant to the Wellfleet Historical Commission and a reassignment of the remaining money for more Form B’s, the main focus of the Historical Plan.  He said that consultant Lynn Smiledge was willing to continue with 18 more Form B’s.

Janis Plaue moved to grant the extension of the grant agreement until December 31, 2021 and reassign money for additional Form B’s.  Elaine McIlroy seconded, and the motion carried 9-0.

The next meeting was scheduled for Wednesday, September 15, 2021 at 9:00 a.m.

Adjournment

Janis Plaue moved to adjourn, and the meeting was adjourned by consensus at 1:59 p.m.
