Minutes of Meeting December 17, 2014

Present: Peter Hall, Chair;  Robert Jackson, Elaine McIlroy, Geraldine Ramer, Janet Reinhart, Cary Rea, Gary Sorkin, Donald Thimas

Chair Peter Hall called the meeting to order at 9:01 a.m.

Minutes

Gary Sorkin moved to approve the minutes of November 19, 2014.   Janet Reinhart seconded, and the motion carried 7-0.

Historic Project Applicants

Applicants were present for the six applications in the Historic category that needed to be reviewed.

Adams Lodge

Austin Knight, Lodge Master Brian Flanagan, Contractor Tom Fitzgerald presented information on costs, current community service and construction for Adams Lodge.  There is a way to make the side entrance handicap accessible, Austin Knight said.  They submitted photographs of areas of deterioration of the building and estimated costs.1  Primarily the work is exterior, and the Masons realize that a Preservation Restriction would be placed on the historic structure.  The Masons discussed applying for other grants and dividing the project into phases at around $120,000 per phase.  They will be doing some of the work themselves, Mr. Knight said. 

Historical Museum Acquisition of Mid-Section & Phase 1 Renovations

Historical Society representatives, Terry Gips, Brad Williams and Evelyn Savage, discussed the two applications they had submitted.  They submitted and reviewed a detailed budget for Phase One Renovation plans2 for the building.  Their hope is to do the historic renovations in two phases.  A big need is for a feasibility plan.  They will be launching a major fund raising campaign in 2015, Ms. Gips said.  The Historical Society has a signed Purchase and Sale agreement with the seller with agreements to honor John Mulchahy and provide exhibit space for Wellfleet artists.  The representatives discussed the priority of the purchase and renovation applications; they said the purchase was the first priority.  From the floor, Robert Robichaud enumerated the advantages of purchasing the center of the building.  Evelyn Savage spoke about the importance of improving the Wellfleet streetscape among other advantages of the purchase.  Brad Williams requested a letter from the CPC if the committee approves the first application for the purchase of the building. 

Historical Commission’s Form B Updates

Maria Burkes, Co-Chair of the Historical Commission, came forward to discuss their request of $5,000 for documentation of historic buildings in Wellfleet through Form B updates with the Massachusetts Historical Commission.  Ms. Burkes said they would try to prioritize their buildings to be documented. 

Phase 2 Cemetery Restoration

Cemetery Commissioner Bonnie Robichaud and Richard Robichaud presented information and distributed an information sheet, “Preservation of Our Wellfleet Cemeteries.”3   Mr. & Mrs. Robichaud explained what has been done to date and the needs in Oakdale Cemetery.  They mentioned the annual clean-up done each year by volunteers at the cemeteries.  Establishing a “Friends of the Cemetery” group and digitalizing the cemeteries were two steps that might be moved up in the phase. 

Completion of Pond Hill School

South Wellfleet Neighborhood Association and Social Union (SWNASU) President Chuck Cole presented their need for funds for the completion of the rehabilitation of Pond Hill School.  Without getting the Certificate of Occupancy (C of O) to use the hall, SWNASU is at a disadvantage for raising money.  Cole outlined the additional work that is needed to complete the project and receive the C of O.  He also explained the advantages to townspeople to get the building completed.  He said they have a new accountant to manage SWNASU money.  Cole said they have managed to have mainly local contractors doing the work. 

Town Clock

Paul Lindberg wanted to know about seeking CPA funding for the Town clock, which is on the steeple of the Congregational Church.  He said that the clock faces would need to be restored and illuminated. The Committee discussed the possibility with Mr. Lindberg. 

Discussion of Funding

Committee members discussed possibilities for best use of the funds available. 

Gary Sorkin moved to approve funding of $5,000 for the historic building Form B’s.  Don Thimas seconded and the motion carried 7-0. 

Jackson moved to encourage PHS to raise more money, make a statement of their revenue, and come back next year.  Rea seconded and the motion carried 7-0.

Recommendations for Disposition of Town Property

Cary Rea moved to offer no opinion from CPC on the disposition of two Town-owned properties.  Elaine McIlroy seconded, and the motion carried 7-0.

Housing Survey

Gary Sorkin mentioned the Senior Housing survey which is available on the Town website and urged everyone to participate in it.

The next meeting will take place January 14, 2015.  Agenda will include:

Adjournment

The meeting was adjourned by consensus at 11:45 a.m.
