Minutes of Meeting September 20, 2017

Present: Robert Jackson, Janis Plaue, Geraldine Ramer, Thomas Siggia, Rhonda Fowler,

Vice-chair Janis Plaue called the meeting to order at 9:05 a.m.

 

Minutes

Geraldine Ramer moved to approve to minutes of July 26, 2017.  Bob Jackson seconded, and the motion carried 5-0. 

 

Shellfish Lot Idea

Tom Siggia, representing interested shellfishing parties, presented an idea for an application for a new recreational oyster area in the Chequessett Neck Rd. beach area.  The Town has been leasing the property for shellfishing. CPC members asked him about what a purchase of the property, now on the market for sale, would entail.  The property would need to be subdivided from the upland portion of the lot.  The shellfish representatives had received a favorable reception from the Open Space Committee.  CPC members were also interested in the projects.

 

Anticipated Applications

CPC is expecting some applications by the November 15th deadline.  Besides the shellfishing area, others include: Rte. 6 Habitat Homes; Eastham Affordable Housing off Brackett Rd.; and the Masonic Lodge steps.  Preservation Hall had an interest in applying but have been informed that they do not fit any of the CPA categories for allowable projects.

 

The Committee discussed discontinuing the plan to build rental Affordable Accessory Dwelling Units (AADUs) at 2082 State Highway/Rte. 6 in favor of a new proposal to build Habitat for Humanity homes at that location.

 

Rhonda Fowler moved to rescind the CPC’s vote to approve the Affordable Accessory Dwelling Units (AADUs) for 2082 State Highway (Map 29, Parcel 129), which became a 2014 Annual Town Meeting Warrant Article, and return the funds to the appropriate CPA money source.  Geraldine Ramer seconded, and the motion carried 5-0. 

 

Reports

Sea Babies had submitted their final report on the playground.  They will be returning the remaining $14 to the CPA General Fund.  The Committee had received progress reports from Pond Hill School, the Historic Commission and the Cemetery Commission.

They reviewed the list of all projects for other updates on progress and finances.

 

Discussion of Complaint Process

Coordinator Mary Rogers reported that there had been complaints registered to her on a number of projects that are underway.  She wanted the Committee to be aware of them and requested confirmation that this was adequate procedure for handling complaints. 

 

Possible Site Visits

Committee members discussed doing a site visit to the Masonic Lodge and would be interested in scheduling it in conjunction with a possible new application by the Masons for restoring their outside front staircase.

 

Community Preservation Coalition News

CPC members discussed updates from the Community Preservation Coalition concerning the Acton Case, featured projects on the Coalitions Facebook & Twitter pages and funds for Fiscal Year 2019.

 

Agenda for Next Meeting

Agenda for the November 1, 2017 meeting will include: Available Funding, Anticipated Projects and getting a new Conservation Commission representative.
