Minutes of Meeting January 25, 2017
Wellfleet Town Hall Hearing Room

Vice-Chair Gary Sorkin called the meeting to order at 9:02a.m.
Minutes of December 16, 2016
Jan Plaue moved to approve the minutes of December 16, 2016. Geraldine Ramer seconded, and the motion carried 4-0-1.
Governor Prence Residences
Abigail Chapman and Jay Coburn, Executive Director of the Community Development Partnership, presented more information on the Governor Prence Residences proposed for Eastham. Mr. Coburn explained the scope of the projects, permitting, the track record of the Strafford Company, and management plan. He said the multi-town support has been successfully done on Martha’s Vineyard. The Route 6 property in Eastham is well suited for the project, he said. According to statistics, 109 Eastham residents work in the Town of Wellfleet, Mr. Coburn said. The 44 affordable units will not count towards Wellfleet’s Affordable Housing stock. Jan Plaue asked about the time to contribute if Wellfleet decides to do so, and she asked about local preference for the lottery. Mr. Coburn said the state wants to see regional involvement. He couldn’t give a definite timeline because they are seeking state money. He said that CPC money could be committed in two different years. Concerning the lottery, he said they would make a strong case for the regional approach to the local preference determination. Abigail Chapman discussed the regional impact as well. Bob Jackson asked if the amount of the contribution mattered. Mr. Coburn said they would need $1 million in regional contributions. A commitment from the Town of Eastham is a must. Gary Sorkin asked about shaping an agreement between the towns and CDP. Mr. Coburn outlined how Wellfleet would not be aware of Eastham support before Town Meeting.
Jan Plaue moved to consider the grant of $100,000 for Governor Prence Residences, and Geraldine Ramer seconded. The Committee discussed the benefits of the projects, the local preference question, Town Meeting approval, a smaller grant offer, Eastham’s commitment, support for the project.
The motion for $100,000 failed 2-3.
Gary Sorkin moved to approve $50,000 for the Governor Prence Residences, contingent on Eastham and other towns supporting the effort, local preference being clarified, and an extending an invitation to make another request next year. Bob Jackson seconded. The motion carried 5-0.
Bob Jackson moved to increase by $50,000 the amount previously voted into the Housing Trust Fund. Ed Simpson seconded. The motion carried 4-0-1.
Annual Coalition Dues
Jan Plaue moved to approve the annual dues for the Community Preservation Coalition in the amount of $1,750. Bob Jackson seconded, and the motion carried 5-0.
Annual Report
The Committee reviewed a draft Annual Report to be submitted to the Administrative office and made a few amendments.
Jan Plaue moved to approve the Annual Report as amended and submit it. Geraldine Ramer seconded, and the motion carried 5-0.
Withdrawal of Request for Town Common
The Committee discussed the withdrawal of the application from Renovation of the Town Common.
Jan Plaue accepted the withdrawal of the Application for the Town Common. Geraldine Ramer seconded, and the motion carried 5-0.
Warrant Articles
The Committee examined the draft Warrant Articles for Town Meeting and made changes as needed.
Jan Plaue moved to submit the revised Warrant Articles for Town Meeting. Ed Simpson seconded, and the motion carried 5-0.
Committee Organization
Jan Plaue nominated Gary Sorkin to become Chair of the Community Preservation Committee. Geraldine Ramer seconded, and the motion carried 5-0.
Gary Sorkin nominated Jan Plaue to be Vice-chair. Geraldine Ramer seconded, and the motion carried 5-0.
Letters for Approved Projects
Committee members considered the template for letters for the approved applications that outlined the next steps needed for Town Meeting approval of projects.
Agenda for Next Meeting
Agenda for the February 22, 2017 meeting will be for recommendations of the Warrant Articles.
Adjournment
Jan Plaue moved to adjourn. Geraldine seconded, and the motion carried 5-0.
