Minutes of Meeting June 15 2016

Present: Peter Hall, Chair; Andrew Freeman, Robert Jackson, Geraldine Ramer, Thomas Siggia, Gary Sorkin

Chair Peter Hall called the meeting to order at 9:00 a.m. and welcomed Andrew Freeman, the new member representing the Planning Board.

Minutes of 4/27/16

Gary Sorkin moved to approve the minutes of April 27, 2016.  Bob Jackson seconded, and the motion carried 5-0.

Organization/Membership

The Committee decided to go ahead with election of officers. Peter Hall and Gary Sorkin agreed to continue as Chair and Vice-chair.

Andy Freeman moved to appoint Peter Hall as chair and Gary Sorkin as Vice-chair   Bob Jackson seconded, and the motion carried 6-0.

The Committee still needs replacement representatives from the Recreation Committee and the Conservation Commission.

Coordinator’s Salary Request

CPC Coordinator Mary Rogers requested a salary increase to $28 per hour to match her Truro CPC pay scale.

Bob Jackson moved to approve the salary increase for CPC Coordinator Mary Rogers to $28 per hour.  Geraldine Ramer seconded and the motion carried 6-0.

Agreements for Town Projects

Mary Rogers said that she has been working with Assistant Town Administrator Brian Carlson on developing agreements for CPA grants for projects to Town entities but was looking for further input from the Committee.  CPC members said that the same form with some adaptations could be used for intra-Town grant agreements.

Project Activity Reports

The Committee reviewed and the updated list on the status of all CPA projects that are incomplete. 

Project Applications

The Housing Authority had submitted an application for Rental Assistance in case there is a Special Town Meeting in fall.  They anticipate receiving a Community Development Block Grant (CDBG) of $25,000, which is less than they thought.  The Housing Authority will run out of money for rental assistance in December or January, the worst possible time for recipients of the assistance.   Gary Sorkin explained how the assistance project works for approved recipients.  He asked the Board to approve the application at this meeting.

Andy Freeman moved to approve the application for up to $156,000 for the Rental Assistance program for Special Town Meeting, if it is held in fall, or for Annual Town Meeting in spring of 2017.  Bob Jackson seconded and the motion carried 6-0.   

Other possible projects for next year are the continuation of the historic Form B’s, the next phase of the Historical Society Museum, and a contribution to development of the bike trail.

Agenda for Next Meeting – September 28, 2016

Agenda for the September 28, 2016 meeting includes preparation for the next round of applications and updates on projects.

Bob Jackson moved to adjourn.   Geraldine Ramer seconded, and the meeting was adjourned by consensus at 10:10 a.m.
